Nelson, Salt Lake City Health Commissioner since his appointment under the administration of Mayor Adiel F. Stewart, Wednesday morning appeared before the City Commission and to be effec announced his retirement tive as soon as a replacement can be found. The resignation came unexpectedly for Commissioner James L. Barker, who is in charge of city health department matters. The retirement came abruptly on the heels of a difference of opinion on hiring policies of public health nurses ....a matter barely touched upon in the Tuesday Commission meeting. Dr. Nelson had recommended reemployment at a pay scale of a veteran employe erf a public health nurse wha on two previous occasions, had quit the city, each time taking with her all accrued vacation and retirement bene- fits. Mr. Barker emphasized that such practice violates the established procedure foUowed by all other city de- partments, where employes who quit return at the bottom cf the pay scale. The resigning health commissioners observed tint public health nurses are hard to get and experienced nurses cannot be obtained anywhere at begin- ners salaries. He expressed disappointment that the city recently elected (to save $10,000) to abandon the critical joint Mental Health Program. A student who must report for induction more than 14 days before the final examination period will receive no academic credit for the quarter but he will receive a full refund of tuition, except for the $10 registration fee. Sewage And Water Would Save Them But Wholl Do It by Norman Rosenblatt In the midst of affluent, growing booming Salt Lake VaUey live 27 families on the brink of personal disaster. They re the residents of Schuler Gates, but they dont often call their subdivision that... ns sometimes they call it Land ....sometimes they let it go nameless. Their subdivision is two and one -- half miles from Magna (2400 South and 7200 West). Theyd like to give it a name -theyd like to develop some pride in it ....and they just might. Several of the homes are quite attractive, well constructed and weU kept up. No-ma- Others arent. The big problem is sewage disposal. The people have septic tanks, but the water table is high and the drainage is bad and the raw sewage comes up above the ground. Theres a sewage line running close to the subdivision - along 7200 West. But money would be required to hook ns Land it up to the homes in ....and the residents just dont have that kind of money. The Magna Improvement District who owns the line is wtiling to annex the subdivision, but the assessed valuation of Schuler Gates isnt high enough to justify full financing by the district. The move will cost the county an estimated $234,000 per year, according to County Auditor David P. Jones. Mr. Jones made the estimate based on full time employment payroU for the month of May. The Commission Tuesday passed a resolution authorizing a fund for the purpose of paying unemployment compensation funds. The payment of the fund will not commence immediately since it has not been budgeted - but could commence in August after the budget is reopened. Prior, to that time unemployment compensation ms not available to employees of public bodies. . The bill itself does not become effective until August 8 of this year (60 days after it is signed by the Governor). This coincides with the approximate time when Salt Lake Countys budget is reopened. At that time the county will probably vote to set aside a fund of 2.7 percent of the payroll, of full time employees (the only ones covered). Probably because they could set it up at a later time since no date was set in the resolution. But at some time the 2.7percent must be placed in a fund. The fund is built up for 19 weeks before employees are actually covered. The rules for compensation are the same as those for employees of private business concerns. The difference in procedure is that in private business, the employer pays a fixed quarterly fee to the state based on the states payment experience with that employer. With, political subdivisions of the state, such as the county, the county reimburses the state on a dollar for dollar basis for all amounts paid out of the fund. In passing, the resolution Commissioner Marvin G. Jenson stated There is no reason public employees shouldnt have the same coverage as private employees. The reason given by Mr. Coleman lor the plan providing a partial substitute for a merit system was that elected officials would be less likely to discharge large numbers of employees at a change erf party because rf the high cost to the County in unemployment compensation. In bread and butter terms, the action of Salt Lake County has the effect of offering discharged employes a cushion between starvation or debt oppression and 'the next job. Heretofore when an employe was fired his income was severed without that anticipation of the unemployment check to tide things over. It has not been uncommon for discharged local government employes to face loss of property being purchased on credit.. ..and in some casefe even the prospect of joining the county welfare roles. Eastwood protested city treatment of the 'Pekinese member of her family at a Murray City Commission meeting July 11. She reported that she lost her dog Wednesday, July 6 Thursday she called the dog pound to see if her dog had been found. The dog catcher said he had no record of the dog. , She bought a newspaper advertisement for a lost dog, but had no response. Saturday she again called the dog pound and he again reported no record of the dog. On a hunch she wait to the dog pound to check for herself. She found her there. ...among the filth. ....with a dog which had been lying dead in the pound for at least a week. The pound was filthy and there wasnt any water in the trays on a hot day, Mrs. Eastwood stated. 'The humane society would close the place down if they saw it, said Mrs. Eastwood. The dog came home, but it came home sick with a fever. It was at tne veterinarians at the time of Commission meeting. But besides the $5 impounding fee, the dog catcher charged 50 cents for each day the dog stayed at the pound.... he charged her from Wednesday. The dog pound is worse than the sewer, Commissioner J.
