Both Mrs. Bench and Mr. Anderson would change the emphasis in social studies and history. Mr. Anderson, though, believes that the curricula should mainly be left to the local boards. He would place more emphasis on quality teachers. Mrs. Bench would emphasize individuality and learning and a competitive grading system. She also said, "I would change the emphasis in the social science area so that the evils of the Communist system were stressed very forcibly and the great benefits of living in a republic were emphasized to a greater degree. -- Textbook Selection 1 , , I I j J Do you contemplate any change or increased supervision in textbook selections? Mr. Richards and Mr. Backman explained that textbook selection was not done by theState Board but was in an entirely different committee made up of the superintendent and appointees by the governor. Mr. Anderson acknowledged that the State Board doesnt have direct supervision over textbooks, but believe that the State Board should advise those appointing the committee to get people who would check this carefully. There are deficiencies in some textbooks and we should be conscious of this. Mr. Backman and Mr. Martin thought that this was a personal matter unless the teachers were breaking laws. Then we should investigate, suggested Mr. Backman. Mrs. Bench, Mr. Richards and Mr. Anderson all thought that there should be a code of behavior for teachers. They cant lead the students without being exemplary, stated Mr. Richards. o QJOQ Loyalty Oath , t desire instituting a loyalty oath for teachers? Mr. Richards, Mr. Backman and Mr. Martin all answered with a quick no. The United States Supreme Courts just voted 5- -4 on the unccnstitutionality of loyalty oaths, Mr. Richards reported. Mrs. Bench and Mr. Anderson desire a loyalty oath. I wouldnt want anyone who isnt loyal to our country to be teaching my children, Mr. Anderson declared. Mrs. Bench and Mr. Martin agreed that it was a personal thing and should only be given with the parents consent. Mr. Anderson said he is unfamiliar with the tests. to that Federal Aid Do you favor participation in existing federal aid Would you favor extension or reduction programs? I I c . of federal aid programs for education? Mr. Richards and Mr. Backman admitted that federal aid is here to stay whether we want it or not. Mr. Richards reported, We are participating now in federal aid programs to an alarming extent Few people in the state know that the participation is as large as it is. But if it is cut off, we would soon see a great increase in property tax to cut off the deficit We. have to be realistic about it, he continued. Mr. Richards then said that he favored a credit to the states by the federal government on income taxes to the extent that the money be used for education in the state. Mr. Anderson, Mr. Martin and Mrs. Bench were all opposed to federal aid to education. We are going to pay for this federal aid with a web of federal controls and regulations, Mrs. Bench declared. 3 Polygraph , Should teachers be required to take polygraph tests to guarantee high moral standards? Mrs. Bench, though, thought that the phrase, high moral standards, should be included in the teachers contract and that any infraction of Oils would be cause for dismissal. They shouldnt teach as if they dont know whats right.
