The city council and county commissioners agreed to the lien, and urged that all paper work be completed in the next five working days or the contract would be reconsidered by the two entities. The contractor said that work on the building would begin immediately after the contracts have been signed. The contractor has 120 days to complete the project. It is getting hard for contractors to secure bonding, said Wardell When complete, the new building will include a pitched roof vith a standing metal seam. It will house two rental car agencies as veil as two commercial airline ticket and baggage handling areas. Alpin Air will open a counter in the new building and will join Skywest Airlines in providing air service to Salt Lake City. The letter would secure a loan from Basin State Bank that would guarantee payment for construction of the terminal building. Conventionally a contractor is re quired to secure a performance bond, so that the city and county are not left with half a building should the contractor go broke before completing the project, Wardell said The bank loan has been substituted for the performance bond.
