convention of for the formation delegates of a and State Government The bill being passed by both branches of the Legislature was presented to Gov Dawson and by him vetoed The Governor gave as his principal reason for disauproving the measure that the time intervening between the passage of the act and the date fixed in the act itself January 61862 on which to take the sense of the electors of the Territory fur or against a State convention was too short to allow due notice to be given to the people or for the act to be officially submitted to Congress prior to the election of delegates to the convention or the holding of the vention itself On the other hand the and the people generally Legislators held that it was not necessary to first submit the act to Congress In order to render it operative far as holding a Constitutional convention was cerned The Legislature was of course to do more in the premises powerless but the people oonvened in mass meetings on the 6th of January and
