Show Lakeside Review South, Wednesday, Repairs to Affect at HILL AFB Flying activities Hill Air Force Base will be af- fected over approximately the next nine weeks by runway repair operations. The first of two phases of the repairs began June 4, involving rehabilitation of 500 feet of concrete and 1800 feet of asphalt near the north end of the runway. This portion of the project will require aircraft departing runway 14 (to the south) to begin their takeoff roll approximately 4750 feet further south than during normal conditions. This could cause some slight increase in aircraft noise during this period through approximately July 16 in areas south of the base. Phase two of the project which will involve asphalting the remaining 9200 feet of runway begin immediately after phase one and will last an estimated 16 to 18 days, barring weather delays. Months of planning went into preparation for the repairs in order to minimize adverse effects on the bases mission and training requirements. Phase two will have the greatest impact , since fighter flying operations will not be possible. The 388th Tactical Fighter Wing and the Air Force Reserves 419th Tactical Fighter Wing will move their Fighting Falcons to other bases. The only portion of the airfield to be used for flying operations during phase two will be a parallel taxiway, which will be open for landings and take - - --- Hill offs by helicopters, and light aircraft. The Ogden Air Logistics Center altered its depot maintenance in schedule for F4s and order to prevent maintenance LO-GAI- R F-1- delays. Phase one repairs will involve extending the concreted portion of the runway by 500 feet (replacing 500 feet of asphalt) to in- clude the BAK-1- 2 cable engagement barrier. The systems purpose is to safely stop aircraft during emergency landings, in a manner similar to that used on aircraft carriers. The fact that the barrier was seated in concrete on an asphalt portion of the runway had created runway maintenance problems. Weather extremes caused damaging separations and deterioration between the concrete and asphalt. Separations of as little as one eighth of an inch could cause an aircrafts arrest Runway ing hook to bounce and miss the cable. During phase two, the center 100 feet of the asphalt runway will be removed and replaced to a depth of approximately 3 Vi inches. This center section had deteriorated badly, with pitting causing a hazard to taxing, departing and landing aircraft, and with flying debris being caused by the blast from jet engines picking up loose pieces of the runway. Repair contractors include D & D Concrete, Layton, and Jack B. Parsons Co., Ogden, for phase one, and J.D. McNeil Construction Co. and Stakcr Construction, both of Salt Lake City, for phase two.
