In a roundabout way, that quality teaching is supposed to trickle down to the students. But that makes as much sense as a basketball team owner putting his star players on the bench to help coach and paying them more to not play. The idea does have some merit. Good teachers should pass on their secrets, but the extra pay should be given to them to continue teaching in the classroom. It seems it would be better to simply pay good teachers just for being good teachers. That way, the teacher would have incentive to improve his members have proven that they care about the taxpayers with innovative money saving programs. Few, if any, political entity in Utah can claim a better use of taxpayers' funds then the school board. The board was only doing what state legislators told them to do when they passed the career ladder plan. But it would be better to find ways to give merit pay to teachers who prove their methods are efficient. Good teachers do put in many hours outside of school time and they deserve more money.
