Show I i i Friday, March Legislators put hold on property taxes approve $250,000 to test Utah coal By BRANDON reduction FORD In an attempt to keep property taxes from jumping dramatically, the House proposed a bill that should hold property assessments down to a reasonable level until Utahs property tax structure can be revised. The bill passed the House Thursday and was being debated on the Senate floor at press time late Thursday af- ternoon. The property tax bill is designed to temporarily offset a Utah State Supreme Court decision that overturned a 1978 law holding local property at valuations levels. 1978 in assessments for residential property Staff writer Without some action by the Legislature, that ruling could force valuations and taxes up by as much as 46 percent. The bill would allow local assessments to increase by 40 percent of current levels. But the Legislature would offset that increase with a 20 percent and reduced mill levies. The mill levy reductions would be enforced by a provision requiring state and local agencies to keep fiscal 1984-8- 5 budgets to 106 percent of the previous years budget. The key to the bill is that it sets the mill levy so it doesnt allow any school district or community to get a wind fall on their taxes, said Rep. In Carbon County it means that taxes will probably increase by about 10 percent for locally assessed property, Dmitrich said. In Emery County, because there is more state assessed property such as mines, railroads and utilities, the increase will be as much as 20 percent for locally assessed property. If we had not done this taxes would have escalated as high as 50 percent, Dmitrich said. I think this is the best correction we could make in such a short time. Nobody feels good about raising those taxes but with the Supreme Court ruling the way it was we had to. Noble, Consulting Engineers, St. George, suggests several plans for sewage treatment for the Pleasant Valley which contains Scofield Reservoir, the towns of Scofield and Clear Creek and several recreation areas. I The plan which is finally adopted and the agencies which will manage sewage disposal for M Pleasant Valley will depend on decisions to be made' by residents of Pleasant Valley and Carbon County, said Phillip Palmer, manager PRWID. Several public hearings and meetings will probably be held to discuss the alternatives. Another factor influencing which plan is adopted will be the funding available from state and federal sources. Aim of the study and others that have preceded it is to find improve the Scofield Reservoir and ways to deteriorating water quality of surrounding area. A construction project to widen a section of the road from two to four lanes and to improve the intersection of 800 North and 9 is underway. The contractor is working between the Holmstead Power Plant at the mouth of the canyon and the Murdock Diversion Dam. At .the present time the contractor is occasionally having to do some blasting. This requires a temporary closure of the canyon from 10 to 45 minutes, depending on how much material gets onto the roadway. US-18- This blasting phase is expected to last for three to four weeks. Motorists can expect occasional delays of shorter duration, possibly five to 10 minutes, between 7 a.m. and 5 p.m. on weekdays until this project is completed in 1985. Bids on this $6.1 million project were opened on Jan. 31. The project also includes work on 800 North from State Street to 600 East. That section of road will be widened to four n lanes with a painted median and curb, gutter and sidewalks.
