Commission opens budget By BRANDON FORD Staff writer The Carbon County Commission increased the budget for 1984 flood control to a maximum of $200,000 in anticipation of another year at a public hearing for a budget opening Wednesday. The county hopes it solved most of the problems that caused the flooding last spring so they wont happen again. But the snow pack is more than double the average for this time of year and could cause flooding again this spring. The county is planning to buy a large back-ho- e that can be used by county crews to maintain the river and keep debris from causing problems will cost between again this year. The commission also shuffled budget line items that were scheduled to be paid for through a special improvement district that was abandoned by the county last month. The services included fire protection for the unin corporated areas of the county, planning and zoning, building inspection and animal control. The county granted fire protection for property outside the incorporated cities at a special meeting held last month but it will be paid for by an additional mill levy assessed property owners in the effected areas. The building inspection and planning and zoning departments will be paid for by an increase in fees charged for the services provided by those departments. Animal control is the only service that was included in the special service district to be returned to the general county fund. The services provided by animal control will be cut back substantially, according to Commission Chairman Lee Semken. We will be runing a bare bones program, only he said. If the offering the basic services, cities in the county want additional services, like regular patrols, they will have to pay for it. Im happy its all done with and happy to be back here working. Im glad the truth has finally come out. Shilaos and Liddiard (along with former chief William L. Cossaboom) were suspended with pay from the department by Martines on Nov. 9. The suspension was prompted by an internal investigation into allegations of a coverup in the resignation of former Price City Police officer Ray Eaton. Both Shilaos and Liddiard were reinstated to the department Nov. 30 by Martines and the city council, but were stripped of their rank, reducing them to patrolmen and cutting their pay. The announcement came as no surprise to Chief Luke Owings who said he isnt worried that Shilaos and Liddiard returning to their command will cause any trouble within the department. There apparently was no reason not to reinstate them to their full rank at their former I pay level, Owings said. dont think this move will hinder the department. Perhaps we have a moral and legal obligation to reinstate them, he continued. I dont think well have any problems functioning as a department with the reinstatement. Owings also added that he doesnt feel Shilaos or Liddiard have any malice toward other officers on the department. They had to know what was going on, and they dont deserve to be members of the Price City police force, Rowe told the Sun Advocate Dec. 2 following his announcement to leave the department. Pedro, who was fired from the department Dec. 6 following his statements to the Sun Advocate, said, We got stabbed in the back. There are a lot of good cops here, but this is just going to make it tough for them to do their jobs. Concerning the allegations into criminal wrong-doin- g by Shilaos and Liddiard, Owings said their only crime could have been some improper supervision that has since been cleared up. I will not tolerate wrongdoing in this department, Owings continued. Owings went on to praise the work of acting sergeant Willie Draughon and acting lieutenant Greg Olsen who temporarily replaced Shilaos and Liddiard. They took over in a tough time and handled the job real well, Owings said. The news of the reinstatement was a surprise to Councilman James Jensen. When contacted by the Sun Advocate Thursday afternoon, Jensen was unaware a decision had been made. This is a surprise to me, he said. I didnt know it happened and I didnt expect it to happen. I thought it would be an item on the next city council agenda. Councilman Louie Colosimo said the mayor took a poll of the council on their feelings concerning the incident.
