Frame said the city wants to establish a special improvement district that will bring curbs, gutters, sidewalks, paving and street lights to areas that do not now have them. In a good portion of the city these improvements already exist, Frame said, but in some parts of the city they are only neighborhood may have sidewalks but no street lights. We hope to correct situations like this. At neighborhood meetings last week, city officials told residents they will ultimately decide whether their neighborhoods will get the improvements. Its always been the concept of the city that the property owner is responsible for sidewalks and' other improvements, Frame said. The actual cost of the improvements are paid by the citizens. Only after the improvements are made is the city responsible for maintenance. The creation of a special improvement district will allow property owners to have the improvements made at city cost. The council is then required to proceed with a resolution creating a district, he explained. The council must schedule a public hearing and gain input from citizens regarding the boundaries and services that will be included in the special improvement district, Killian said. Following the hearing, citizens are given the opportunity to protest in writing against the special improvement district. If the council receives written notice from at least 50 percent of the registered voters within 15 days after the hearing, the council must abandon its plans for the district, Killian explained. He said citizens can also protest against a portion of the district or against certain services in the district. Those would also be abandoned if at least 50 percent of the registered voters protested in writing. The council can then adopt by resolution all of the special improvement district or a portion of it, Killian said. It can never increase the size of the district or add services that werent included in the original proposal. Killian said the cost to the property owner is determined in two ways. If paving improvements are to be made, the cost will be determined on a square footage basis. Costs for street lighting, sidewalk, curb and gutter improvements will be determined on a front-lo- t footage basis. The property owners assessment will include the actual construction costs of improvements directly fronting his or her property, he said. Yet, even with the additional requirements soon to be imposed on Carbon County graduates, the district still wont measure up to the recommendations of the commission. According to the report, graduates have a better educational program in Utah than they did in any other states weve lived.
