The Senate amended a House passed bill at the urging of Sen. Orrin Hatch, that will bolster an indebted black lung fund through increased taxes and tighter eligibility h, criteria. Hatch, who chairs the Labor and Human Resources Committee where the amendment originated, said the bill will double tax rates on coal. He said it would increase the tax on underground coal to $1 a ton and strip mined coal would be taxed 50 cents a ton. Under this bill, the coal tax will be decreased in 1995 when the fund is again solvent and has retired its loan deficit, Hatch said. Current benefit receipiants will not be affected by this bill, according to Hatch. The General Accounting Office reported in 1980 that 88.5 percent of the Social Security Administration funds were based on inadequate medical evidence of disability or death from black lung, Hatch said. A total of 466 Utahns were paid medical benefits under the black lung fund in 1979. Almost 4,000 Utah miners walked off the job to demonstrate their concern for the fund last March.
