court ahat tried admiral acl ley may have been an illegal body the case of rear adm ral achley is now being considered by the attorney general for the purpose of discovering whether there was any illegality in connection the court of inquiry it is understood that at the recent con ference between the president and rear admiral achley the latter po anted out some alleged violations of law in regard to the court and these mat been deemed worthy of ex am nation the attorney general is not to pass upon the merits of the case but will deal solely with its leal phase if be shall find that the court was properly constituted that the precept was legally drawn and that the rules of law were followed as to the evidence it will then be within the province of the president to consider the case upon its merits if the attorney general decides that there were illegalities as claimed by admiral behley the verd the court would be vitiated it is understood that admiral behley s future course concerning a formal ap peal in writing to the president will depend largely upon the decision of the attorney general
