Show CANAL TREATY HAY AND FOfE SIGN NEW TREATY new document feature ob acted to by united state senate ad give freer hand in ecaruan lc aruan caup building the new hay fote treaty was signed monday at 12 05 clock by sec detary hay for the united states and lord fote the british embassy dor for great br tain this treaty is intended to replace the first hay fote treaty that convention was amended so extensive ly by the united states senate at its last sess on that the british govern anent declined to ratify it within a few weeks begot athons began afresh between secretary hay and loid fote which have just resulted in the s grature of tl e new treaty drawn with special reference to the objections found by the senate with the first treaty the annc pal po nt of difference be tween the new and the failed treaty is the will drapal of great britain from the joint guarantee of the neutrally of the canal thus leav ng the united baates the sole guarantor the encis ion of the old brov s on respect ng the r to fortify the canal leaves that r by inference optional with the united states all commences com merces of whatever nationality passing through the canal will fare alike there will be no nation in rates in favor of united states shipp ng other wise tl e new treaty is in scope simi lar to last year s treaty and is as fol lows it is agreed that the canal may be conati acted under the auspices of the government of tl eun ted baates either directly at its own cost or by gift or loan of money by india duals or corporations or tl rough subscription to or burcl ase of stock or shares and that owing to the provisions of the present convent on tl e united states shall 1 ave and enjoy all the rights in aident to such construction as well as the exclusive right of providing for the regular on and management of the canal other provis ons follow 1 the canal shall be free and open to the vessels of commerce and of war of au nat ons observing these rules on terms of ent re neutrality so that there shall be no nation against any such nation or its citizens or subjects in respect to the cond eions or charges of traffic or otherwise 2 the canal shall never be blockaded nor shall any r of war be exceeded or any act of hostility be committed within it 3 vessels of war of a bell gerent shall not enter or take any stores in the canal except so far as may be strictly necessary and the transit of such vessels through the canal shall be effected effic ted with the least delay possible la accordance with the regulations in force and with only such intermission as may result from the necessities of the sei vice prices sl all be in all respects subject to the same rules as ves sels of war of the bell 4 no belligerents shall embark or disembark troops munitions of war or warlike mate nals in the canal except in case of ace dental h of the transit and in such the transit shall be resumed with all possible dispatch 5 sart cle shall apply to waters adjacent dd jacent to tl e canal within three marine m les of either end vessels of war of a belligerent shall not remain in such waters longer than twenty four hours at any one time except in case of diskless and in such cases shall depart as soon as poi sible but a vessel of war of one bel ll gerent shall not depart within t venty four hours from the departure of a vessel of war of the other bell gerent 6 the planta establishment build ings and all works necessary to the construction maintenance and opera tion of the canal sadil be deemed to be part thereof for the purposes of this convent on and in I 1 me of war as in time of peace shall enjoy complete immunity aiom attack or injury by belligerents and from acts calculated to impair tl air usefulness as part of the canal |
