In a 1 vote the Area Council said "no" to expansion at 5-- Bacchus West last Thursday evening. The council recommended that the County Planning and Zoning commission deny the request to construct two rocket motor propellant production buildings at the north end of the Hercules property. The commission will consider the proposal April 26. Five concerns were raised as part of the council's rejection. The council said it could not approve the proposal without verification that the .02 overpressure zone would not be extended. It also said environmental concerns have not been addressed and that access to Coons Canyon has not been allowed as agreed in a 1983 of Bacchus West approval construction. The council also recommended that if the county the all approves proposal conditions in previous applications should be met. The council also said Hercules has little concern for the residents of Magna. According to calculations done by Hercules engineers, the new facility will not increase the .02 overpressure zone, said Jack DeMann, Hercules government affairs director. The current zone is delineated by the rocket motor propellant mixing and casting processes which use nitroglycerine at the south end. The new facility at the north would mix and cast rocket motor propellant, but nitroglycerine would not be used, said DeMann. The northern facility would pose only a fire not the additional hazard, detonation hazard caused by processes using nitroglycerine. The less dangerous processes at the new buildings would not require as great a blast area, and would not extend the overpressure boundaries, said DeMann. The county is independently confirming Hercules calculations the of concerning impact expansion on the overpressure zone, said Director of Public Works Terry Holzworth. Wells above and below the property have been monitoring the bums since 1985 to ensure the waste does not seep into ground beyond Hercules, she said. Chachas said problem Hercules is hoping to develop an incinerator for the waste within three years, but at this time there isno other way to dispose the material other than to bum it.
