Russel Kline and Grace Sisco two members of the Citizens for Incorporation Committee formed to study the proposal presented facts about the area and explained the alleged benefits of malting such a move. Several county officials were also on , hand to answer questions from the countys - n - . - point-of-vie- Kline explained that the committee had been formed Taylorsville-Bennio- n the through Community Council to assess the question of incorporation, but that not all members of the council were in favor of the proposal. The committee, he said, saw three reasons in , $ - favor of. incorporating; Annexation of the unincorporated area by surrounding cities (West Jordan, West Valley City and Murray). The county is running short of funds and the ; only way the county has of raising funds is to increase property taxes. A city, on the other hand, could institute a franchise tax on utilities, thereby increasing available resources without increasing property taxes. Franchise taxes would more' equitably distribute the tax burden by tapping resources not . available through property tax assessments (churches, government offices) and would be based on use rather than assessed value. Local control of resources. The Taylorsville-Bennio- n area, he pointed out, generates about $6 million for the county, but only about $5 million in services is returned. City status would allow all of the resources of the area to remain in the area. The committee, he explained, drew boundaries for the proposed new dty extending from the Jordan River to the West Jordan city limits (about 6200 South), west to 4000 West, north to the West Valley City limits (4700 West to about 2700 West, then north to about 4100 West) and then back to the Jordan River. No islands" of unincorporated area would be allowed by state law, he explained. Sisco pointed out that the proposed area for incorporation encompasses 10.9 square miles about 7,000 acres. Or that area, about 33 percent is currently used for agricultural purposes, 32 percent for residential, 17 percent for roads and highways, eight percent for parks, schools and churches; five - percent for commercial and industrial uses; and the remaining five percent is - vacant The population of the area is estimated to have grown from 36,776 in 1980 to 49,019 in 1987, she noted. If trends continue, it is anticipated that by 1989 the population of the area will reach 51,390. The total market value of the proposed new dty is about $1 billion, she pointed out, with about 79 percent in residential structures and about 21 " , percent businesses. The county, die pointed out, received $5,768,337 in fiscal year 1986-8- 7 which were generated by the Taylorsville-Bennioarea. In return, $5,047,620 in munidpal services were delivered to the area during that same period. "Service delivery for the Taylorsville-Bennioarea is effident because of its dense population," she noted. If voters approve incorporation, the service deliveiy costs which would be incurred as a dty ( n . n v V mini would depend entirely on the service levels selected by the new elected offidals of the new dty, she explained. Some budget proposals as a dty, could suggest that Taylorsville-Benniosuccessfully operate on a budget in the range of $5.8 to $7.3 million. n, For individual homeowners, she explained, incorporation could effect property taxes either up or down. A person owning a home valued at $87,500 could see a decrease of $36 (if the dty budget were at the $5.8 million level) to an increase of $116 (at the high end $7.3 million budget). The dollar figure would depend entirely on the tax structure chosen by the new dty offidals. ; "To second guess what the new dty offidals would actually do would be really tough," she said. "I would guess, though, that we could probably see a drop of about one mill in the property tax levels, at least to start with." An additional general information meeting is being planned for Feb. 9, with small neighborhood meetings being held on an individual basis at various times throughout the month. The incorporation election itself is scheduled for Tuesday, March 8. Brent Goodfellow has received the State Chamber of Commerce Total Citizen award. Goodfellow has lived in West Valley for the past 23 years. He and his wife, Gayle, are the parents of six children. He was raised in the Kennecott town" of Garfield and graduated from Cyprus high school He holds a bachelor of science degree in business education and a master of science degree in human resource management from the University of Utah. He is currently the executive assistant to the President at Salt Lake Community College. He has worked in the administration of the college for the past 14 years. He was director of the Salt Lake Skills Center then assistant to the president prior to his current position. Prior to working at the college, Goodfellow was associated with Holiday Oil Company for 10 years as partner and general manager. He has been active in his church with emphasis in the scouting program. He served a mission in England and has served in the United States Navy. Goodfellow has been a Valley since MAGNA. Come July, Magna residents may be reading three times as many books as they do now after Jan. 14 County Library Board meeting action. The board approved a proposal which would expand the existing site by taking over nearby store space. The current proposal will enable Magna residents to have a 10,000 square ..foot .. library complete with materials by July 1985. He presently serves on the Executive Appropriations, Business, Labor and Economic Development and Rules Committees. He is currently serving on "Save the Beach" Committee and serves on a task force for the State Wide Master Planning for Vocational Education. He serves as a Board of Director for the Community Foundation for Mentally Retarded and Physically Handicapped. He has served as a member of 1.
