In Thursday evenings business the Magna Area Council approved the proposed county master plan for the Hercules overpressure zone and discussed the proposed West Valley City annexation of Hercules. The master plan would rezone areas near the plant to install a special development area of industries compatible to Hercules. It also calls for an ordinance requiring special building construction standards within the overpressure area. I think it (the plan) is well done, said Larry Argyle, overpressure zone committee chairman. I think it will solve the problems for Hercules as well as everybody else. Magna Community Libray ad hoc committee has come up with another proposal to help this community fund a free standing library in a safe place, according to a report made to the Magna Community Council. Mike Retford, chairman, said the group has gone to almost every extreme they could thnink of to try to help the county give Magna a proper library facility. Hercules Director of Public Relations Jack DeMann said adoption of a county master plan would not change the companys decision to accept West Valleys annexation offer. Despite numerous appearances over the years at planning and zoning commissions, city and community councils, Hercules requests for compatible zoning have been ignored, DeMann said. We do not believe we can rely on zoning. The company decided safe operations depended on land purchase instead of zoning. DeMann said zoning is too easily changed by future officials. He said the company was interested in a permanent solution, and West Valleys $10 million bond proposal to purchase the land seemed the most permanent solution to the overpressure problem. The council will take action on the matter in a special meeting Tuesday at 7 p.m. at the Magna Recreation Center. In other business, the council was addressed by the new County Library Board Director Eilene Longsworth. She said a decision will be made about Magnas library at the Dec. 16 board meeting which will be held at the Whitmore Library at 2 p.m. She said the decision will be partly determined by the outcome of the Salt Lake County Commission Dec. 14 budget hearing for the entire county library system.
