Show 4$twigi6y w- UHSAA. Surplus Funds Addressed GRANITE PARK. The Granite School Board addressed a giant of a problem on Tuesday evening and may have come up with some ammunition to slay that giant. Weve brought a giant of a problem to you the Utah High School Activities Assn said Dr. John Reed Call, district superintendent The board was mainly concerned with two problems in the UHSAA organization, one of them being the financial status of the association Im concerned about the fund balance carried over by the association, "Dr Call told the board While the UHSAA continues to have a surplus of funds in the $280,000 to $300,000 category every year, the individual high schools are scraping to make ends meet, according to Call Our own principals are just literally begging to have enough money to run their programs, Call said They're having to struggle to make things run, and the high school activities committee carries that big of a fund balance The UHSAA fund balance at the end of 1984 was $345,897, according to the superintendent The majority of that money comes from the 4A and 3A tournaments -mainly the basketball and football Call said He sugtournaments gested that some of that money could be given back to the individual schools, thus avoiding athlete par - - ticipation fees and other measures which many districts have already adopted "Might not some of those funds be pumped back into the high schools to help operate their programs, rather than requiring a participation fee or getting help from the district for transportation and other costs" Call asked The board instructed high school principals in the district to identify the reasonable expenses incurred in athletic activities, such as paying for game officials The board will then present these expenses at the next UHSAA legislative council meeting, asking the association to take the burden of these costs off the individual schools and pay for them out of the UHSAA fund balance At the Tuesday meeting the School Board also discussed problems board members were having in the UHSAA meetings legislative council The legislative council, made up of school board members throughout the state, has been hurt in the past by poor attendance and insufficient knowledge of items addressed, according to Call We flounder in that meeting like I cant believe, said board member Bruce Anderson Im really embarrassed We need to modify the process in some way to move it along Its bogging down "I want to be better Informed, said Patricia Sandstrom, another board member We need to be better informed, then maybe we can move it along faster. I come out of (the legislative council meetings) wishing I hadnt voted As a result of these problems, the board approved a number of items to be taken to the next legislative council meeting of the association for approval These include a request that the council agendas be sent to school boards 60 days before the meeting, to give the board members a chance to familliarize themselves with the issues to be discussed Also, the board will present the council with a request that the bylaws of the constitution be changed so that in the event a board member cannot attend the council meeting, that member has the authority to send a representative by proxy.
