A yard full of flowers and shrubs has earned recognition from the West Valley Area Chamber of Commerce for Mr. and Mrs. Gilbert Ortega, 4906 W. 5400 South. The yard is the setting for a frame home, the front of which is finished with white rock and brick. Colorful floral beds include roses of many dahlias, tiger lilies, colors, delphiniums, peonies, geraniums and asters. A Rose of Sharon will bloom next month, with a profusion of lavender, pink and white blossoms on it. Other shrubs include snowball, a butterfly bush, mock orange and crepe myrtle. The yard also has a large catalpa and two small peach trees. A back patio is surrounded by more geraniums and also has hanging baskets of the colorful blooms in various colors. A fountain is surrounded by allysum and other ground coverings and there is a law n area and raspberry bushes. Mr. Ortega and his wife Esther do all the yard work themselves They have three married children and two grandchildren. Its a lot of work, but we enjoy doing it together and we enjoy our yard very much, Mrs. Ortega remarked. We were very surprised and very pleased to hear we had received the award. WEEDING . flower bed 984 Construction In Valley Is Ranked 'Above Average' and larger construction projects seem to be the trend this year. Theres no question that weve been busier now than since 1979, said County Planner Glenn Graham of the construction activity. The slower times hit mostly the residential and industrial areas, but its been picking up a little this year. Commercial construction really hasnt slowed down much. Although last year was average as far as requests for building permits goes, Graham said the actual construction in 1983 was below average. This year the requests for permits seems to be even better, and whats h is above more, the average for 1984, Graham commented. There were a lot of projects not built last year, many a result of financing problems, he said. But this year the inquiries are better, plus were seeing an above average 1979 follow-throug- follow-throug- According to County Planning Director Clayne Ricks, his department is receiving more than 20 percent more building requests than last year. Although subdivisions are approved, zones are amended and conditional uses are granted, Ricks said many of the projects will never be built, or will have long delays. Many projects are planned, but every time interest rates go up, Ricks another one is scrapped, said. Interest rates could kill many of the projects currently planned. One of the trends this year is toward larger office buildings, Graham said. Before, developers were building smaller ones. Now, the larger buildings - like six stories - are more common. Plans are to construct office buildings of 12, eight and five stories on the lot, according to Graham. On the east side of the valley, these include condominiums on the south side of 4500 South at about 1000 East; an addition to an office building at 4800 South and 2210 East; another office building on the north side of 3900 South near East; 1500 con- dominiums on the northwest corner of 4500 South and 1300 East; and an office complex on 3900 South at 2080 East. West side projects include a apartment complex at 5600 South and 1900 West; 300 apartments at 3900 South and 700 West; 300 more apartments on 3900 South near 900 West; and three shopping areas located at 4200 South and Redwood Road, 5800 South and Redwood Road, 7200 West and 3500 South. In apartment construction, the Millcreek and Taylorsville-Bennioareas are the hot spots in the county right now, according to Graham. Much of the industrial construction is taking place near the freeways and commercial construction is spread throughout the valley, he said. In MayJ983, 138 building permits were issued for single-familunits, with an estimated valuation of the projects of nearly $7t million. This compares with this years May figure of 157 units at an estimated value of just over $9s million. Last year during May, three duplexes, valued at about $74,000, were issued permits. During that same period this year, 11 duplexes with a valuation of just over of a million dollars were approved. In apartments, three projects with 33 units and an estimated worth of of a million almost dollars were issued permits in May 1983. This past May permits were given on 10 apartment complexes with 148 units and worth $3l4 million. Commercial permits issued totaled 52, with an estimated valuation of more than $4' million, in May 1983.
