Project approvals usually arent appealed by developers. But Holmes and Perry didnt like the conditions attached by the City Planning Commission to its application for an apartment complex on the northwest cbrner of 3800 So. 2200 West, and appealed the decision to the City Council. That appeal will be one of four zoning hearings which will be conducted here at 6 oclock tonight (Thursday). The condition which most irked the developers was a requirement that a strip be set aside for landscaping along both 2200 West and 3800 South. Holmes and Perry spokesman Ernie Smith said that was unacceptable. Removing that much property from the project would reduce the density to a point where it would be not economically feasible, he added. The submitted proposal called for 22 units per acre on 10.67 acres, allowing about 240 units. Smith said the condition attached by the Planning Commission would limit the density to 16 units per acre. The commission approved the project by a 1 vote, with Carroll Elford dissenting. He maintained the conditions would make it impossible to build the project, which was the most acceptable plan that had been presented for the property. Several other attempts to develop apartment complexes on the corner had been rejected after receiving considerable opposition from area residents. This time, residents said that while they would still prefer that single family homes be built there, they felt this was the best project which they could realistically hope for. Redwood might not end up looking like Louisiana, but that wont be much consolation to residents who find their homes damaged by rising flood waters over the next couple of months. Part of the community, which lies lower than the Jordan River, already has experienced flooding problems from rising ground water. And the real flooding hasnt begun yet. So, for the next couple of months, residents in the easternmost section of this city will be busy with shovels and sandbags, trying to do what they can to protect their homes from serious damage. Homes in the central portion of Redwood were threatened by rising ground water several weeks ago. West Valley sent pumper trucks into the area to drain off as much water as possible, dumping it into a nearby canal. Flooding hasnt hit several mobile home parks along the Jordan River yet, but it appears to be only a matter of time. Those parks were damaged when flooding hit last fall and it appears likely theyll suffer the same fate this spring, government officials have said. County flood control crews are working daily on the Jordan River, dredging the bottom, reinforcing and increasing the height of the banks, to mitigate the problem. But Terry Holzworth, flood control and water quality director, has made it plain that those efforts will be unable to stem the tide, once the mountain snowfall - theres 17 feet there right now - begins to melt. He told the County Council of Governments (COG) on Thursday to be prepared. Were going to have water loose somewhere. Just how bad the flooding becomes depends primarily on the SOWTH reposing in the ignition switch. Other times you dont know til you return to the car. By then you have an armful of packages, youre in a hurry to get on your way and youre downright mad about this unexpected happening. It can be a real chore. You fish around with a bit of wire - a straightened coat hanger works as well as anything until youre d with anger. Then you either get lucky and snag the door handle with the wire or you give up and call a locksmith. Weve heard of instances In which a passer-b- y pulls out the keys to his own car and they open your locked door. Reluctantly we concede it might happen - but never to us. - One of our most memorable experiences in this area occurred some years ago when we met visitors at the railroad depot. That proves it was many years ago hardly anyone travels by train today. The depot looks like the mortuary annex. - - red-face- te - We put their bags in the trunk of the car, slammed the lid down and then began looking for the ignition keys. It required no great mental agility to realize what had happened. Wed been holding the keys in our hand and mustve dropped them inside the trunk. Not mustve at all. We did. And as we thought about it, we remembered distinctly when the keys fell from our hand. Then we cursed our stupidity at not realizing how significant this was. We could make a long story but suffice it to say we long realized there was no way to get the keys, so we called a locksmith. It mustve taken him all of a minute to make a key which fit the trunk and he probably stalled for time so his $19 fee wouldnt seem exorbitant. Nevertheless, it seemed exorbitant. We paid $23 to get into a friends car a few years later. His was an unfortunate happen - - stance. Wed been conventioning together In Atlanta when his wifes purses and some items of her clothing were stolen from their hotel room. In one purse were the keys to their car in longterm parking at Salt Lake City airport. Since we were coming home ahead of them, we agreed to get a locksmith and open up the car, then leave the new keys at the airport counter. This charge was probably higher because several years had passed. And the locksmith did have to work at least three or four minutes. Of course, youre paying for his skill, not his time. Our least expensive lockout took place a year or two ago in an Arizona filling station. Didn't even know we were locked out til we emerged from the mens room in a hurry to get rolling. Asked the teen-ag- e attendant for a clothes hanger and he obliged. Then he went a step further -he volunteered to do it. He could give the locksmiths lessons. Deftly sliding the wire along the window, he attached it to the lock plunger in seconds, lifted gently and opened the door. As we drove away, we mused about the frequency of auto break-i- n thefts and realized why it happens. One other recollection on the subject: A friend wholl remain nameless because he was so embarrassed he didnt acknowledge it had happened for years. He was locked out - but it wasnt his car he was wrestling to get into. It only looked like his. You can use your own mental gymnastics to envision his realization he was technically trying to burglarize a car, his slinking away hoping no one would remember him and his chagrin about the whole episode. Can you imagine explaining that to a skeptical policeman? |
