Persons placed on probation will be the primary residents of the halfway house being built here, the City Council was told Tuesday. Bob Andersen, director of Community Corrections Centers (the formal name for halfway houses), said that a recent policy decision by the State Corrections Division would make the West Valley operation the first of its kind. In most other halfway houses, residents are former jail inmates on their way to returning to society. In the case of probationers, they are persons convicted of lesser crimes which the judge does not feel warrant incarceration at Point of the Mountain, Andersen said. But, as Mayor Jerry Maloney put it, if the probationers mess up and commit another crime, its a oneway street to prison. Andersen said that was essentially the case. The state official called the West Camp Kostopulos Applications Are Being Accepted SALT LAKE. for Applications summer programs at Camp Kostopulos are being accepted by the United Cerebral Palsy Assn. Summer camp begins June 6, with one-wee- sessions continuing k through Aug. 26. Camps include special field trips, horseback riding, fishing and boating. Sessions are set up according to age groups and the condition of the handicapped child, association spokesman Barbara Pioli said. The cost is $120 for a week of overnight stays or $95 for a week as a day camper. Fees include food and field are trips. Special scholarships available for persons unable to pay the full cost, she noted. Is Eagle Badge Earned By Senior TAYLORSVILLE. A senior at Taylorsville high has achieved the honor of becoming an Eagle Scout. The new Eagle is George A. F. Stevens, son of Mr. and Mrs. George a member of troop 492, Taylorsville 9th ward, where his scoutmaster is Lee Challis. He Stevens, was quarter- master and assistant patrol leader in Murray troop 222 with Michael Neider as scout- master. Currently serv- ing as junior scout- assistant master, he has earned 51 merit badges, including atomic energy, computers, oceanography, rifle and shotgun, ar- chitecture and reading. An avid reader since first grade, he was named the top seventh and eighth grade reader in the Muscular Dystrophy readathon at Hood Canal junior high, Renton, Wash., where he was also on the honor roll. He enjoys camping particularly and associating with the boys in the out of doors. Upon graduation from Taylorsville high, he will go into the U.S. Navy and plans to make it his lifetime career. Valley halfway house a diversion facility In which offenders would be classified according to personality type. The types will determine what services are rendered, and the type of staff which is employed to meet patient needs more rationally than in the past. During the tempestuous months when West Valley citizens and the council were locked in a battle with the state over the facility, the type of offenders who would be housed there was a major issue. Area residents adamantly argued that sex offenders and violent criminals should not be sent to that facility. The current policy will guard against that, Andersen said, but he added that he did not know how long corrections officials would be committed to placing mostly probationers there. Last year, he said, the corrections department was locked in an internal debate over what the true function of a halfway house was. Because of overcrowding at the state prison, halfway houses often were used as relief valves, a use which many corrections officials did not consider proper, Andersen noted. I dont think too many people in our division (adult corrections) feel that should be the way it was used. But thats what happened. We want to that role, he said. He said corrections officials will screen all prospective halfway house residents to make sure there are no violent offenders who ultimately might have been convicted of a lesser crime because of plea bargaining. Maloney said corrections officials could anticipate cooperation from the city, provided they take care of drainage problems associated with both the halfway house and the maximum-securit- y youth facility currently being built near Decker Lake. Lund teaches art at BYUs Salt Lake extension, while Forsberg conducts workshops. Both use oils and watercolors in their work, a spokesman noted. Itokuminmono Will Be Taught TAYLORSVILLE. A class to teach the unique Japanese braiding (Itokuminmono) is being offered again for both beginners and advanced students at Utah Technical College.
