PROJECT LIST At public hearing Thursday, West Valley Community Development coordinator Brent Birtcher outlines projects tentatively approved for funding by City Council. City's allotment totals $675,000 for 1982-83- . In West Valley 1111313 WEST VALLEY. A low income rental assistance service is likely to receive funding when the City Council approves its list of Community Development projects tonight (Thursday). The council agreed verbally at its Tuesday study session to allocate $3,000 to the South Salt Housing Outreach Lake-base- d Rental Program (HORP), a private group which helps low income people find rental assistance or emergency housing. Approval of the CD projects totaling $675,000 is expected at City Council meeting tonight (Thursday), beginning at 6 p.m. in the upstairs conference room in City Hall, 2470 So. Redwood Road. The anticipated action follows an ardent protest at a public hearing Thursday by HORP spokesman n Dyllo. She said the rental programs request for $5,000, which was supported by the citizens steering committee, was small to ask for compared to what West Valley gets in return, claiming that 33 perAf-to- cent of those receiving assistance are from the West Valley area. The program also receives CD funds from Salt Lake County, South Salt Lake and Salt Lake City. All funds are used for administra- tion of the organization. Council members expressed con. cerns about the allocation, several of which had not been resolved by Tuesdays study session, even though the council agreed to compromise and provide $3,000 to the group. Did anyone get their hearts one member asked, softened?, half jokingly. Im inclined to soften, but its four-memb- er still not my favorite program, said Councilman Mike Embley, who said he recognized the difficulty facing low income renters from his involvement in LDS church work. Added Councilman Pete Winder: lot of people are facing a tough A situation with the present economy. But, on the other hand, council members agreed that the provision of funds should not indicate to HORP officials that West Valley was making more than a commitment, if that, to the group. In fact, setting the figure at $3,000 rather than the requested $5,000. apparently was designed to inform HORP officials not to expect more money automatically in the future. The allocation, the council added, is to be used in West Valley City. Council members bristled at Dyllos statement Thursday that she intended to double her request from the city to $10,000 next year. Mayor Jerry Maloney pointed out that the city probably would have its CD share reduced because of federal budget cuts and, as a result, took caution in funding programs that will ask for more next year. He also said Tuesday that Salt Lake County is likely to allocate HORP only about half of its requested amount. What Salt Lake City will approve is uncertain and South Salt Lake is providing only - ASSIST, Repair, Home Emergency $68,000; - Restroom improvements, Granger South National baseball -- complex, $10,000; - Elevator for City Hall, $45,000; - County Housing Rehabilitation Agency, $100,000; - Administrative Costs, $104,000. Birtcher said he would provide the council with a detailed breakdown of administrative The only other comments registered at Thursdays hearing were made by Lucille Knox, 1220 Parkway. She questioned whether the grant money was to go to the poor or to City Hall and charged that this city cant be accused of doing more for its east side people than its west side . . . Wheres anything in there for the Redwood (Multipurpose) Center. Maloney said the Redwood Center was a county, not a city, facility. He also said the council had provided considerable money for the poorer sections of the city, contending most of the ASSIST and housing rehabilitation is used irt the Redwood area.
