Forty-four motoreyclists were killed on Utah roads last year alone. The safety office says most severe accidents involve novice riders, a claim supported by Moon. Motorcycle rider courses are available in Salt Lake City through the University of Utah. “I have never investigated an accident involving experienced riders,"’ Moon pointed out. The patrol sergeant warned the most accidents also occur in town as well as on the interstate. Accidents often occur wherea vehicle is making left turn. In his declaration Matheson said there are now 133,000 licensed motorcyclists and 63,000 registered motorcycles. He said motorcycling is a rapidly growing form oftransportation and recreation. bg x " Steven Heiner Photos Robert Bradfordinspects his cycle. Until several years ago, Utah had required all motorcyclists Wayeling on roads with 35 mph speed limits to wear helmets. Because of heavy lobbying by state motorcycle clubs the law was repealed for adults but is still enforced on minors. Cyclists under 18 years old must wear helmetsatall times. Moon favors that law but is concerned it isn't well enough known. Hesaid a question concerning helmets is on every written cycle test but youths that are stopped by law enforcement agencies usually claim ignorance to the law. Mapleton Plans 28%Tax Hike Mapletonresidents will find out tonight if future utility bills will include a 5 percent franchise tax City fathers are asking for the tax to help bring Mapleton’s budget into balance but a strong fight from utility representatives is expected. The tax would be placed on electricity, telephone and gas bills. The meeting is set for 6:45 p.m. tonight at city hall Mapleton Mayor Edward Wiscombe calls the tax fair distribution of taxes in combination with property taxes but utility companies disagree. Theysay the 5 percent tax is based on gross revenuesof utilities and will amount to 28 percent of the presentpropertytax the first year and will increase thereafter. no problem. We didn’t. The plane was less than half-filled. “The proposed tax will automatically increase without the approval of Mapleton residents as the revenue base increases and the revenuerates are increased by the state and federal regulatory agencies,” says a release from Mountain Fuel. The fuel companybelieves the tax will generate $35,000 the first year although Wiscombe isn’t sure of the figure because he says he hasn't received any cooperation from theutility companies. Utility companies lean towards increasing property taxes because it doesn’t involve altering their computer billing systems. Utility companies also believe the public mistakingly blamesutilities for the increase and not the city. They emphasizetheir only roleis collecting the tax. “Property taxes are deductible on federaltax returnsandwill save Mapleton residents approximately $10,000 of the tax if the tax is placed on property,” the utility release states. “Property taxes will not increase automatically without a hearing for the people being taxed. Utility taxes fall heavy on the retired and also on the poor people,” it continues. If the utility tax amounts to $60 per family for 650 families, the amount of utility taxes would be $39,000. The tax would amount to 32 percentof the city’s present income. GRAFEITE Wael xis Who Love MARBLES Grow uP oePLAY COMPUTER WORKSHOP ork all day...
