(UPI) — A nuclearfuel processing plant that has lost more than 265 pounds of uranium since 1968 is reopening, ending a fourmonth shutdown. The Nuclear Regulatory Commission. meeting Wednesday in Washington, voted to reopen the Nuclear Fuel Services plant because it is considered vital to the national defense. It was shut down in September because an inventory discovered at least 20 pounds of bombgrade uranium could not license the plant but ordered -it to strengthen its security, improve its accounting procedures and keep a tighter rein on waste materials. The Erwin plant is the only onein the nation supplying fuel to the Navy's fleet of nuclear submarines and aircraft carriers. Officials still cannot account for the latest inventory discrepancy, enough to make an atomic bomb. The exact amount missing is classified for national security reasons, the NRCsays. joint investigation by the NRC and the FB) could find no evidence the uranium wasstolen. NRCofficials said plant security will have to be beefed up ‘‘to provide substantially increased protection against. theft, including pou thefts by colusive acts between employees.’ Investigators had recommended the subsidiary of Getty Oil be shut down, but the Navy’s need for the fuel pellets produced by the facility outweighed the security risks at the mountain plant in the NRC’s eyes. “Tha material that it makes is vital to the national defense,” said an NRCspokesman.‘‘All parties agreed the plant must operate.” NFS will be allowed to resume production when it implements “significant” mera’ security measures, including modifications in accounting, ‘‘internal control” and physical security systems. The latest shortfall broughtto 265 the number of pounds of uranium missing since 1968. The NRC ordered an “exclusion zone’ aroul material areas, a cot tinuous observation of the areas and am escort for all material moving between work areas.
