American Fork Mayor Malcolm Beck recommended the sessions, which will be the first city-county meetings on controversy since it surfaced publically late December. Beck is chairmanof the county Council of Governments (COG). Included on the panel are mayors James E, Mangum of Orem, James Ferguson of Provo, Brent D. Hansen of Spanish Fork and Cornell Haynie of leasant Grove. Commissioners Karl R. Lyman and Kenneth J. Pinegar will represent the county. Both city and county officials indicate a pact agreeable to both par- ties is close. Pleasant Grove and Orem have refused responsibility for fire protection until an agreement is reached.
