Harry Flood Byrd Jr. of Virginia is a most pleasant and affable gentleman. Heis diligent — if not spectacuiar — in his labors and he can be as fierce and unrelenting as a angry terrier in defenseof his beliefs. But, with all due deference and no disrespect, Harry Byrd the youngeris not a giant among men. Perhaps it is too much to ask of a family which produced Harry Flood Byrdthe elder and famed explorer Richard Byrd to give the nation still one more luminary. Yet the strange ways of American politics may rescue Byrd from relative obscurity. There was someinitial grumbling but never a seriouseffort to oust him. Despite the cozy relationship enjoyed by Byrd on the other side of the aisle, Republicans have never ceased to covet the Virginian. Notonlyis Byrd philosphically a conservative — reputed to be the province of the Republicans — but he is also attractive as potential No.51. The GOPcould easily offer him a similar fourth ranking on the Armed Services and Finance Committees where he would be bucking relative newcomers willing to give up little seniority on the panel in exchange for becoming the majority. Butis is unlikely that the Republicans could accomodate his seniority on the committees. Forinstance, Byrd has seniority on Sen. Robert Dole of Kansas, who would become chairmanof the Finance Committee. Is Dole enough of a party man to makethatsacrifice? Byrd,of course. keeps his own counsel. Yetit is unlikely that this Virginia gentleman, reared and raised among Democrats, would betray old loyalties and switch allegiance. Still, stranger things have happened in American politics.
