ABOUT FOUR or five residents appeared in behalf of the question but Deputy City Recorder Judy Cottrell said 0 minutes went by over the issue with the same arguments rehashed. What started it all was a request from Pam Bunderson of 567 Ann that parking permits be allowed for longer than the usual three day period. Ideally, the parking ban would be lifted, she said. He explained that the combined school-count- y recreation program is financed only for youngsters under 16 years of age. ADULT PROGRAMS pay for themselves, said Mr. Evans. Our goal is to aid cities in recreation programs for youngsters under 16 and to recreasupport county-wid- e tion programs for the same age groups. Half of the countys annual budget of $41,000 is used for the operation of county-wid- e programs with the remaining half distributed on a per capita basis to the cities. Cost of equipment is up, officials wages are up and its very difficult continuing the program on the present budget. Mr. Evans told the commission that the program has been in operation for seven years, but that the county budget has been the same for the past four or five years. HE NOTED that when the recreation program was started, there were only 12 girls softball teams participating in the county. Last summer, this figure had risen to 116 teams. Not all of the countys recreation programs have increased at that pace, but virtually all sports have more teams now than when the program was started, V the c director said. MR. EVANS explained that schools are occupied weekdays until about 4 p.m., after which facilities are used by the community programs. He emphasized that the directors will county cooperate with city recreation directors, but will not try to tell cities what to do. ! HE TOLD the commission that cities budget for their own recreation programs and then are reimbursed by the county after services are , completed. New York Life Agent in Layton is re there.
