Layton: BmiMing Safety Week By DONETA GATHERUM LAYTON Last Thursday evening, the Layton City Council proclaimed the week of 4 as National Building Safety Week April and adopted the slogan, Building Safety is No Accident. 18-2- A BUILDING safety week was suggested by the Council of American Building Officials to acquaint citizens of Layton and all other citizens in the U.S. with our system of building codes and inspections and to make known the opportunities there are for careers in the building inspection field. Ladd Scoffield, head of the Layton City Inspection Department, says people resent and resist building inspectors because they dont understand the purpose behind the building code requirements. If we could educate the people to know that the codes are a protection for them then our job would be easier and people would have fewer problems within their homes, Mr. Scoffield said. This individual will check to see if the work is safely and properly done. If corrections need to be made, the inspector can suggest what needs to be changed or improved. Sometimes an individual gets to a point in a building project where he doesnt know what to do next or how to do it. A building inspector can help solve problems also. -f offices in the Building Department. TOPICS COVERED in this booklet include a guide to step by step building processes, decoding the codes, putting your plans on paper, determining the cost, deciding how to get the money for your project, getting a permit, hiring extra help and scheduling your time so you will complete the job. Several check lists are very helpful. The booklet has a glossary of building terms and a bibliography of good building reference books and pamphlets. Mr. Scoffield says few young people are aware of the many job opportunities that are available in the building inspection field. All cities, counties and government installations hire building inspectors. IT IS POSSIBLE to get a building inspection course completion certificate from the Utah Trade Technical College in Salt Lake. The job is interesting. There are many growth possibilities in this field because the regulation of construction is one of the most critical and important functions of municipal government. Local building departments provide a wide range of services beyond the usual plan review and building inspection process. These range from the administration of planning or zoning laws to housing maintenance inspections, abatement and other related duties. The public is invited to visit tfie Layton City building department and become acquainted with the city officials in this department and the services they give to the community. IF A PERSON chooses not to take out a building permit, he faces legal and financial liabilities. There are problems when you sell a home if building permits have not been properly secured. Often insurance companies will not pay claims because the work has not been properly inspected and permits have not been issued. Many home owners do not know when a building permit is required. Mr. Scoffield says there are structural and permits that are issued. Because there are many questions that the average homeowner and person has about building and remodeling, the Council of American Building Officials have prepared a reasonably priced booklet called You Can Build It. This is available at the Layton City -- ANOTHER reason to have one week set aside to talk about building safety is to make people aware that there are uniform building codes which most cities in the Western United States adopt annually. The codes are prepared by the Building officials and Code Administrators International, the International Conference of Building Officials and the Southern Building Code Congress International. All private, public and commercial buildings must meet certain code requirements. V f Henrique Sisneros Winner In Speech The United States Achieve- ment Academy announced that Henrique Sisneros has been named a 1983 United States National Award winner in speech and drama. ' THIS AWARD is a prestigious honor very few students can ever hope to attain. In fact, the Academy recognizes less than lOpercent of all American high school students. Henrique Sisneros, who attends St. Josephs High i School, was nominated for this national award by Harry Davis, speech teacher, at the school.
