Dr. Noel Tanner, longtime resident of Layton, expressed his opinion that floods are unnecessary and result from failure to take reasonable precautions. He proposed that the clubs work with local authorities to refurbish old flood control and prevention facilities as well as constructing new and additional facilities. DR. TANNER pointed out that the extensive terracing on mountains east of the communities in Davis County have been largely neglected since their construction by the CCC during the 1930s. The terraces are reportedly full of silt and no longer effective. Dr. Tanner also pointed out that the areas damaged by floods and mud have historically been subject to such problems and similar events were common in prior years. The floods of 1923 were the most dramatic illustration of where the danger areas are located but were far from being isolated events.
