What was once a sensible provision aimed at helping Vy Because of ‘‘family-weakening implications” in one section of the welfare reform bill, involving government subsidization of child development centers, President Nixon vetoed the entire bill. Then, because he wanted most of the baubles Congress had hung on the tax bill “Christmas tree,” he turned aroundandsigned into law a deduction which will, in effect, pay mothers to neglect their children. This is the provision which will permit working couples whose combined incomes are under $18,000, who havechildren under 15 and whofilea joint return, to deduct as a “business expense’’ the cost of babysitters or domestic help or the very same day care centers the Presidentis so leery about — up to $4,800, To repeat: The working mother struggling along with her husband on a mere $18,000 a year may now have the benefit of governmentsubsidized maid service to the tune of $400 a month. (In the 20 per cent bracket, this would be $80 a month in actual tax savings.) Not only that, but the working mother whois helping father keep the wolf from the door with a combined income as high as $27,600 can also claim partial benefits, depending upon the number of children. Meanwhile, the mother who thinks that the most important job in the world is caring for her family and whose husbandis trying to support that family by himself cn maybe $7,000 or $8,000 a year will be tapped for their full tax liability. If the wife is sickly and needs outside help with the housework or would like some time off from the kids, that’s their problem. Talk about tax loopholes for the wealthy. This one was tailor-made for the middle class — specifically, 7 million working mothers with young children in families with total income of more than $10,000 (plus those mothers who will now decide to go out and get someof the gravy). widowed, divorced or single parents The President and his key economic and with Meany, quiety but emphatically an- nounced that he and the Teansters were standing by th President and his economic proposals. The military bureaueracy is selective in the information it sends upstairs, Intelligence and nonintelligence information is made up of tens of thousands of bits and pieces, each subject to interpretation, selection and interpolation. In this process, each man working on the problem inserts an unconscious bias based on his background and perspective. By the time these bits of information are selected and analyzed trough a dozen layers in the miliary shops, it is frequent! ly impossible to recognize the original basic data. It is on thesefinal well-massaged papers that the civilian heads must maketheir decisions. We arenot talking about dishonesty, any more than we call most scientific, political, social or economic research dishonest It is extremely difficult, however, to realize how much unconscious emotional slant enters into interpretations when men genuinely believe the defense of their country is at stake and that their approach is necessaryto stave off catastrophe One cannot fault men for such beliefs. But they can result in disaster all the same. These Nixon advisers have been shocked, too, by the inability of U.S. military leaders to adapt to the different kind of war found in Vietnam. They were disturbed that Paul Harvey Admonition to Behave For Beauty’s Sake Gets Results “Smoking causes wrinkles,” the doctorsaid. We just cannot keep on piling them up without gravely risking the most dire consequences,” From official sources, following is the foreboding deficit record ior the 20-year period 1953-72: (Billions of Dollars) Surplus (+) Strong dissatisfaction is rife at the highest levels of the Nixon administration with U S. military leadership This reporter has found dissatisfaction among the President's advisers, in the State Department and in the top fact, a high Nixon adviser who considered Packard the best official in the nation, told this reporter that Packard “Fair” taxation? As National Observer writes Michael Malloy haspointed out, the idea is unfair in its very conception since it discriminates unjustly among working mothers. ALL mothers work, and those who look after a house full of kids all day work harder than those who spend the same hours strumming an electric typewriter in an air-conditioned office. But the new lawwill subsidize only mothers who go OUTto work, and it will subsidize those who need it least. The mother who drudges over someone else’s ironing for $1.50 an hour paysso little income tax that the deduction will hardly affect her. Child care is not a ‘“‘business expense,” a cost of going to work, says Malloy. It is a cost of raising a family, one which every family faces, and it is greater when only one parent works than when both work. For example, if a mother could earn $8,000 as a secretary but elects to stay home with her kids, it “costs” her $8,000 for child care. But if she does go out to work and pays someone $90 a week to look after them, now, thanks to Uncle Sam,it costs her only $4,500 a year, and she has moneyleft over to buy a new car or refurnish the living room. Not only is the new deduction grossly unfair, it is a slap in the face of every mother whois old-fashioned enough to believe that her children need her more than she needs a higher standard ofliving. If America’s future lies with its youth, byall that’s rational we ought to be paying mothers to stay with their children, not encouraging them to leave them. ; Nixon Aboutto Play Santa for Teamsters? politicallieutenants are particularly grateful to Fitzsimmons for forcefully going to bat for the Administration ata time when Meany was filling the air with bellicose talk of ‘walking out”” and “defying” the wage control board andother anti-inflation measures. Obviously, from your letter he had been having angina (chest pains) for several years and had been able to prevent pain when walking and probablyrelieve pain by taking nitroglycerin tablets. This is quite a different situation than if he had not been having trouble for months or years and then developed chest pain. Since he had been taking nitroglycerin regularly. your father’s doctor quite properly prescribed a refill of his prescription. Now four nitroglycerin tablets over a 24hour period is not an unusually large dose. It is doubtful if anything could have been done that would have prevented the loss of your father—since he obviously had fairly severe heart disease of long duration if he had been taking nitro tablets to wolk. It is possible that he was lulled from past relief with nitroglycerin and didn’t call his doctor back when he didn’t get relief, My best advice to you would be to go see your father's doctor and discuss the problem with her.
