State School Board Report A matter of grave importance to parents and educators is the alarming rise in our state of drug abuse by many of our young people. On the average, drug trafficking in Utah has increased 140 percent since 1975, and it is generally accepted that student drug abuse education programs are inadequate in most parts of Utah. The State Board of Education developed an Alcohol and Drug Prevention Education Project, which was completed and placed during the 1981-8school year. Unfortunately, many teachers and principals have not familiarized themselves with the materials. The State Board has adopted a resolution that alcohol and drug prevention project teams are to return to the districts to review how materials are being used, and to train and retrain teachers, administrators, and PTA as needed, as well as to provide ongoing training sessions in the years to come. I am personally familiar with this project, and feel it is an excellent tool for use in combating this dev astating problem. I urge you to inquire as to whether the project has been implemented in your school district, and to express your support of the project in the individual schools. The project is designed for use in grades K through 12 and includes excellent curricular materials. If you have any questions about this project, please let me know and I will try and refer them to the appropriate people. I have had many calls regarding the two-mileeway for use in productivity projects, technology 2 ll by Barbara Ann Smith Rt. 2, Box 34 Roosevelt, Utah 84066 development, and inservice for math and science teachers. You are probably aware that the measure was not approved by the legislature. The response I have received to the idea has been generally positive, and it w ill no doubt be of value for those who favor the concept to communicate their feelings to their respective legislators. Many patrons have communicated to me a lack of awareness as to the proper channels through which to express their concerns about education matters. It is infinitely preferable of course that any problem be addressed at the level closest to the people involved. Therefore, the initial step is to talk with the teacher. If the situation is not resolved, it is appropriate to make an appointment with the school principal. It is rare that a solution is not found at this level, but if such is the case, the matter should be referred to the local superintendent of schools. Local and State School Boards are primarily concerned with establishing policy. However, policy is not created in a vacuum, and as elected representatives board members may certainly be contacted directly. Some patrons may feel that a board member is "passing the buck if a specific matter is referred to a teacher or administrator. This is not the case. A corporate president is responsible in a general way for the efficient operation of his company, but he docs not, after all, personally deliver the mail! We must all respect one another's particular areas of 8011722-304- 5 responsibility and be ever aware that "we are all in this together. Our common goal is to assure our children of the very best education obtainable, and it is by communicating comfortably with one another that we can most effectively address this goal. Some years ago, 1 w rote an article which goes into considerable detail on the subject of parent-schoo- l communication. The article was well received by teachers and parents alike, and many indicated to me that they found the information helpful. I will be happy to send a reprint of the article to anyone who wishes to read it. Thank you very much for the many telephone calls and letters. This is an exciting time for education, and I am most appreciative of your input as the State Board addresses issues that w ill impact upon our educational system for many years to come. It requires members to take time off from their regular jobs and takes them away from their families for military training. Therefore, I extend the thanks of the nation to those of you who support the Guard and Reserve. Without the backing of employers and families, we could not maintain these essential volunteer forces.
