Description of Project: The proposed project would consist of: (1) a proposed small diversion and water collection structure; (2) g ditch a proposed section and a pipe section and an pipe section; (3) a proposed powerhouse with two generating units with a total capacity of 1,500 kW; (4) a short tailrace section; (5) a 12.5-ktransmission line and (6) appurtenant facilities. k. B. Comments, Protests, or Motions to Intervene Anyorie may submit comments, a protest, or a motion to intervene in accordance with the requirements of the Rules of Practice and 385.210, Procedure, 18 C.F.R. .211, ..214. In determining the appropriate action to take, the will consider all Commission protests or other comments filed, but only those who file a motion to intervene in accordance with the Commissions Rules may become a party to the proceeding. The is project proposed construction of a bridge over the Sevier River, 2 miles west of Manti, in Sanpete County. Construction methods, procedures, and documentation will follow the 1979 edition of State of Utah Standard for Road and Specifications Construction. Mayor Bessey noted that contact should be initiated with several local contractors and workers concerning the possibility of work on the old high school. Following some discussion the Council agreed that former councilman Jay Guff should be approached in regard to possibly supervising or providing services in the high school renovation. Water problems Jeannie Davis and Leonard Harmon advised the council that when Mr. Harmon had attempted to install the sewer outfall line at Mrs. Davis' home on the flood channels north side, it had become obvious that water subbing into the property from the creek on the south had resulted in a major problem with the drain field. Mr. Harmon said this was due to the creek water and indicated he felt proper design of the creek channel in this area would be needed to prevent additional damage. City Recorder Bill Mickclson advised Mrs. Duvis there was about $8,000 allocated by the Disaster Relief Board specifically for the construction of a concrete wall along the curve of the channel parallelling her home. Humanitarian effort The letter issued by Church President Spencer W. Kimball and his counselors, President Marion G. Romney and President Gordon B. Hinckley stated in part: People throughout the world have been touched by the portrayal in the media of the plight of many thousands of starving people in Africa. There are others in similar circumstances in other areas. We have sent funds to assist those in need. We now feel that our people like to participate more extensively in the great humanitarian effort to assist those in Ethiopia and other areas of Africa and perhaps in other parts of the would world. "The First Presidency and the Council of the Twelve have accordingly determined that Sunday, January 27, 1985 should be designated as a special fast day when our people will be invited to refrain from partaking of two meals and contribute the equivalent value, or more, to the church to assist in those needs.
