Show Agencies control may change by The State of Utah, in an attempt to pare down its budget, may ask Utahs counties to assume control over aging, alcohol and drug, and mental health programs currently under sponsorship of the state. Social Services Director Norman G. Angus said last week that the Division of Aging, the Division of Alcohol and Drugs, and the Mental Health Division would all in effect be abolished if theproposal is approved. Angus said block grants to the counties would provide funding, but the counties would have control of the programs. , Angus said this is just one of several proposals currently under consideration. Any change in the present system will require legislative action. One of the Board members, Jean suggested that requiring counties to have programs in these divisions will not assure quality: It could indicate that they were doing these things, but the programs were mediocre. The Mental Health Board will meet that day on The Social Services Director said each department had submitted issue papers to him on the block granting proposals which would be made public in September. He noted the division was also considering consolidating the three departments, another proposal which has encountered some resistance. the same issue, but has already issued a letter in opposition to the proposed noting, Block granting does not seem appropriate in meeting the mental health needs of the citizens of Utah. Each balloon will contain the name, the school and the home address of the student who gives it freedom to wander.
