GENERAL Public telephone service is exchange service provided for use primarily by the general public. B. REGULATIONS 1. A public telephone is an exchange station installed at the Telephone Companys initiative, or at its option, for furnishing service to the general public. 2. Persons with whom arrangements are made for the installation of public telephones are required to execute the established form of contract for public telephone service. 3. Public telephones are installed for the use of the general public and any use by occupants of the premises on which the public telephones are located is incidental to their principal purpose. 4. All public telephones will be equipped with coin collecting devices, except where Telephone Company supervision is provided in specific cases. 5. The Telephone Company will provide, without charge, adequate public telephone facilities to meet all reasonable public requirements, the decision as to the extent, character and location of such facilities resting with the Telephone Company. 6. The Telephone Company will furnish and display such of its standard signs as are necessary to properly advertise the station. At a point where it is necessary to secure a permit and pay a fee for the privilege of placing a sign, the person with whom arrangements are made for the installation of public telephones may be required both to secure the permit and to pay the fee. Then each property owner received a notice of meeting and outline of increase from the county. Following the initial budget hearing and the regularly scheduled Council Meeting the Resolution for the 1986-8Budget was adopted with the increase as advertised. At this same meeting although the legal requirements of the Truth in Taxation Law had been met, and the publication of actual specific departmental expenditures is no longer required, it was determined that Manti City 7 should: being the "Enterprise Funds. The property tax increase applies to the General Fund area of budget and it is the General Fund that is usually referenced in most city budget numbers. The Enterprise Funds for the City of Manti are the Water, Sewer, and Electric Utility Funds. In the areas of the Enterprise Funds communities may be somewhat selective in the information to present and as to specific format. In the past and for the immediate future (based on Council instruction) Manti City intends to reference the budget in total, including the Utility Funds and provide departmental breakdowns. Under this format Manti City published a budget of almost $4,400,000.00 as oppposed to publishing a budget detail of just 5500.000.- 00 had the explanation been restricted to the General Fund operations only. With this information in mind, we can now address the first item, i.e. a 5 property tax increase and a 52budget decrease. In fiscal year 1985-8which ended on June 30, 1986, Manti City had budgeted in General Fund operations $1,049,- 920.00. This number as opposed to of the General Fund budget 1986-81986-8of $507,900.00 leaves a difference of some $542,000.00 or decrease. They took Edwin to the Wisteria in Gunnison for his birthday dinner. Erma Olsen was asked to join in the celebration. As to the basic reason for the increase in property tax of 5 one should look to the fact that Manti City has not increased property taxes for eight years and this year with the discontinuance of funding for the Revenue Sharing Act, the Council found that in order to maintain some of the levels of service a property tax increase had to be enacted. As to a 5 increase, this once again can involve some magic numbers based on mill levies and tax rates. The reality of the matter is the property tax increase should be much closer to for Manti City. In dollar 25 to 20 terms each citizen should be aware that if they were paying $600.00 of property tax in 1985 then approximately $68.00 of that money went to Manti City and this year they will be paying $12.00 to $20.00 more to Manti City on the property tax period. A specific example follows . . . 7 Property taxes 1985 on a home in Manti were $629.18 of which $70.84 went to Manti City. That same home in 1986 will be taxed $661.68 and $86.32 of that amount will go to Manti City, an increase of $15.48 per year to Manti City. Based on the tax Manti citizens paid on their property last year an estimate as to the amount of a change by the Manti City increase could be estimated by using the above numbers. The citizens of Manti are encouraged to see the budget outlines published which reflect the planned expenditures by department for 1986-87- . Comparative numbers for 1985-8budget are also available at the Manti City office. 6 Literary Club to hold first meeting of new year Thursday, Sept. 25th, the Manti Ladies Literary Club begins its club with its first meeting year of 1986-8to be held in the new clubrooms in the Manti City Building.
