It mandates the Governor to comappoint a mission within 30 days and that three commissioners must be from counties that have approved parimutuel belting. There is not time in 30 day s for the counties to hold elections to approve parimutuel gambling. The initiative's pittance for education goes to a fund (there is no "Ctali F.ducation Fund"). W ill Lead to Other Forms of Gambling The experience of other states shows that allowing gambling in any form inevitably leads to unintended forms of gambling down the road. No state has just horse betting on live ck races. Idaho has simulcasting. Wyoming has betting. In the past year Texas has allowed simulcasting and Oklahoma has allowed inter-tra- ck gambling.
