Ub 14442 50c a copy UTAH MANTI, 84642, WEDNESDAY, MARCH 23, 1994 Street Project Problems Addressed by Bruce Jennings In connection with our street project, theres a short-terproblem and a long-terproblem that well have to deal with," Ronnie Cox, president of Cox Rock Products told about 100 residents at a public meeting Wednesday night. The short-terproblem will occur when a heavy coating of oil is laid down on the base. That coat of oil serves as a binder, sealing the material together, Mr. Cox explained. It will take about three weeks to penetrate and set up. Well have a mess, Mr. Cox said, meaning that some of the sticky material will inevitably get onto cars and be tracked onto carpets by kids. Well try to set up some system to deal with the traffic situation. After the undercover has been treated, a layer of will be laid down and more coats of oil applied, chips but they wont be as difficult to deal with. The long-terproblem, according to Mr. Cox, is drainage. Water caused much of the damage to the streets in the first place, he said, and coping with excess water will continue to be a challenge. Overall .n Manti the flow is from the southeast to the northwest. Cox Rock Products will install pipe culverts at most intersections and lay out borrow ditches where they seem necessary, but those structures wont entirely relieve the drainage problem. The city will also be involved and individual property owners are asked to help clear mud and other debris from drainage channels in front of their residences. The questions numerous citizens asked at the public hearing indicated that theres general understand- m m m m Attention shutter bugs! ing of the drainage problem because, for one thing, the terrain itself provides impediments to an effective drainage system. How do you deal with drainage on a street that resembles a d whale? How do you manage the excess water on a street that has dips and rises? These were intelligent questions asked by people who evidently realize that there are no easy answers. Well try to work around these special situations, Mr. Cox promised. Bring them to the attention of me or Marv Wilson." Mr. Wilson is Sunrise Engineerings project engineer for the Manti street program. Mr. Cox said theyll work from north to south, toward a target completion date of May 31. That aiming means that individual sections wont be completed before moving on to another section. When oil is laid down, for example, it will be to the whole town in a continuous operation. That program is necessary for an efficiency, he explained. In introductory remarks, Mr. Wilson stated the will provide Manti with a greatly improved trafproject fic system, will improve the quality of life in Manti, and will enhance property values. Mr. Cox explained that using the material salfrom last summers Main Street project rather than vaged bringing in new materials is having several advantages; a very substantial savings in costs for one thing, and a better base material, with more concrete and asphalt, for another. The temperature is likely to get hotter with the party conventions not far away. For an off-yeelection, the situation is unusual because of he number of candidates and the threat to incumbents. some One of the more interesting races will have incumbent sheriff Wallxe Buchanan, a Manti Republican, opposed by fellow Republican Stan Anderson, a Utah Highway Patrolman from Ephraim. The Republican candidate will possibly be settled at that partys convention on April 5 if either candidate gets 70 percent or more of e the delegate votes, or go on to the primary election 28. The Democrats likewise have two candidates for sheriff, Claude A. Pickett, Ephraim, a deputy sheriff, and Kay P. Larsen, Mt. Pleasant Chief of Police. That issue will be settled in the same way as the Republican one. This is the situation so far as other Sanpete elecar tive officers are concerned; J. "Theyll probably try Ephraim," it involves football players. At it because cover to up last week's city council meeting, Ephraim police chief Ron Rasmussen also addressed this subject. We want to let people know that this is not being kicked under the rag Contrary to popular concerns, the incident is not being covered up and the Snow College students involved are cooperating fully with the police. We had a meeting the next day, said coach Keith Uperesa. Our kids spilled their guts. The general consensus of those involved in the case is that the Polynesian students are the victims, not the perpetrators. For nearly a year an individual referred to as Crenshaw, because of his alleged connections with a Las Vegas gang by the same name, has been pushing for a confrontation. Hes been flashing gang signs and weapons and challenging our guys to fight, said Uperesa. Weve been telling them at our weekly meetings to avoid a confrontation, to turn the other cheek and walk. For a long time the young Polynesian men heeded their coachs advice, the only confrontation occurring at the Ephraim Top Stop when Crenshaw threatened one of them with a bat.
