Buchanan In their meeting on September 4, Manti City Council announced that the city cleanup week is scheduled for September 16 through 20. That means that trash should be on the street, not weeks or days before the pick up, but just that Saturday or early Monday morning. The City Council and City Crew will provide the clean up service but they do have concerns that some residents will put the trash out early, creating an eyesore on the streets. They request that if you do your cleaning early, keep the trash in as non visible a place on your property as possible until the appropriate time for pickup. There are more details on trash pickup published in this issue of the Messenger and announcements will be made on the radio as the time grows nearer. In other business, members of the council expressed concerns that people who buy business licenses in the city are not all paying the full amount they owe. The ruling is that if a business grosses $25,000 or more, the cost of their business license is $60. If the gross is lower than $25,000 the fee is only $25. Some businesses are grossing much more than the required amount and yet are still paying the smaller fee. The law has been set up on an honor system with the buyer of the license mailing a verbal declaration of the amount owed. The city w ill have to change that ruling, requiring proof of income, if they feel that people are taking advantage of the law. The city refuse recycling project is now underway. There has been a positive response from many citizens and the city will continue to publicize the program and invite all residents to become involved. The City Council is still working on the needed expansion ious that the state continue to use offices in Manti. These clients bring needed revenue to the city, but they are outgrowing the present offices and if Manti City does not make additional space available to them, some could decide to go elsewhere. Financing for the new building is being offered by Zions Municipal Finance Company. The City Council will carefully review the specifics of this offer and there will be further discussion in this regard. No exceptions to the above rules will be allowed. A vote was conducted on this order last February; but was challenged by the opponents of its passage on the basis that it was invalid because some of the proce- defined dures were applied incorrectly.
