New Tax Act good news for farmers, says FB The recently signed Taxpayer Relief Act of 1997, for the most part, is good news for Utah's farm- ers and ranchers, according to Utah Farm Bureau President Ken Ashby. This new law offers Utah's farm families some much needed relief from estate taxes, but falls a little short in some other critical areas. he said. Perhaps the biggest victory for agriculture here in Utah was the doubling of the estate of death tax exemption from its current leel of $600,000 to $1.3 million for family-owne- d businesses, like farms. Farm Bureau fought hard at all levels to gain immediate tax relief, Ashby said. The new $1 .3 million exemption for family farmers gives us a firm footing to build on in our effort to kill the death tax altogether. Over 600 Utah Farm Bureau members, in conjunction with a nationwide Farm Bureau letter writing campaign, recently wrote their congressman calling for an end to death taxes. Estate tax relief was critical for farms to remain in the hands of farm families, Ashby said. The Act also provides a measure of relief from capital gains taxes, lowering the top rate from 28 percent to 20 percent and the middle-incom- e rate to 10 percent. However, the agreement does not include indexing of capital gains far inflation, w hich continues to be a priority for the Utah Farm Bureau and its 22,000 members. For our farmers and ranchers to benefit from any capital gains cut, indexing for inflation is essential, Ashby said. Capital gains tax relief on the sale of agricultural assets such as land, the value of which is closely tied to inflation, is far less meaningful when inflation is not considered in the tax formula. More good news for farmers and ranchers can be found in the Act which formally excludes alternative minimum tax treatment income from deferred payment contracts, which previously was only temporarily excluded by the Internal Revenue Service. If smoke detectors are properly maintained and operational, they give an earlier warning than heat detectors in nearly all residential fires.
