How Karen Buchanan construed this to mean that I could accept this ordinance as well as any other one is beyond me. I am, and will always be, totally opposed to this, or any other ordinance that puts such a stranglehold on our use of our ow n property as we see fit. I resent her implication that my philosophy in regard to government was opposite to that of the general populace. This makes me sound like a traitorous citizen, which I do not consider myself, unless a love of country' and the freedoms protected by the Constitution makes one such. My feel it necessary to set the record straight pertaining to the reporting done on the Manti Zoning Ordinance meeting that was held June 4, 1998. Apparently, if one disagrees with those in power, one is branded a troublemaker and the meeting is described as volatile. I dont know what the city council expected, but they did provide an armed deputy outside the door. I But, alas, only a During the May 13, 1998, School Board meeting, the South Sanpete School Districts core curriculum requirements for language arts were modified to match the Utah State Core Curriculum requirements. This action resulted in reducing language arts requirements from four units of credit to three units of credit. Many members of the School Districts communities have not understood what occurred with this action. Some have been relieved that we no longer require a fourth year of English, while others have been angered that we no longer require a fourth year of English. Both concepts are incorrect. The South Sanpete School District has never required a fourth year of English. The District has always required three units of English, which will not change. Stand up and be seen and heard! They are convinced that our elected officials are unresponsive to the people. The thing I find the most distressing is the second to the last paragraph. I am the citizen that supposedly made those comments. I was speaking directly to the mayor, and the comment I made was. N1 The English scores are so low in our district that we should not consider eliminating the fourth The year requirements. This statement is based on two incQrrect assumptions: first, that the district required four years of English, which was never true, and second, that the English scores are embarrassingly low. It is true that English has been below national norms five out of the last eight years, but the average score is at the 48.6 percentile. Since the tests carry an error of 5 percent, the District could actually be above national norms in English (50 is the norm score, not 100 as many people expect). However, English scores are not the important issue. The important issue is spelling. English scores lag behind the other district scores because our students do poorly on the spelling component of the English test. With this in mind, another language arts class, particularly one like speech and drama, will do nothing to improve English scores. The problem must be attacked directly in all grades and classes. 3. I hate to see any educational requirement lowered. They should be raised. We must remember every student is not a college-boun- d student. There are many students w ho have career goals that require less than a baccalaureate degree. There at : requirements for some technical schools that should be met by students planning to attend. A careful study was conducted to determine the impact of the extra language arts credit on students with vocational goals. It was determined that they had to sacrifice heir release time one year in order to meet both this extra language arts credit and the technical school requirements. Release time is an important part of the mores in this community. Chris Cannon is pushing legislation to eliminate the current tax code and the IRS by 2001. Such a deadline will prod bill Clinton and the Congress to create a simpler, fairer tax system. Congressman Cannon is also working to eliminate the federal marriage tax penalty, the inheritance tax and the capital gains tax. BLACKHAM Republican candidate for Sanpete County Commissioner Deputy Holman went to the different schools once a week for 17 weeks. He taught the children about the harmful effects of drugs, ways to say no. and that an officer of the law was not someone to be feared. Deputy Holman at lunch with the children, taught them ways to stand up to negative peer pressure, and play ed with the children at recesses. He became a positive role model and someone that the children looked forward to seeing each week.
