Layton has decided to keep one public works employee and two secretaries, but the qthers will be terminated at the end of the month, when the former East Layton city hall also will be closed. Layton City Council approved the action last week and also decided to impose a three-mont- h on moratorium building in the East Layton area. The city was annexed Jan. 13, and city ordinances require that all an- nexed land enter the city in an agricultural zone. The council set a public hearing March 5 at 7:30 p.m. to discuss proposed zoning for the new area. Councilmen said they wanted to prevent anyone from using the agricultural zoning, which allows animals, until new zones could be applied. Building permits in subdivisions already approved by East Layton will have to be reviewed by an r i before emergency committee they can be issued. The committee includes Layton Mayor Lewis G. Shields, Councilmen Richard Harris and John Baker and former East Layton City Councilman Neal Scheel. Baker said department heads had reviewed the need for additional personnel in Layton and had cone cluded that only the three people were needed.
