On hand for the occasion was Mrs. Scott M. Matheson, wife of the governor, who spoke briefly on the importance of the elderly housing project before the ground-breakinThe Davis County Housing Authority has been working for more than two years to obtain grants and land needed for the $1.5 million housing project which involves 48 elderly housing units in Bountiful and four units in Layton. Mrs. Matheson told those present during a luncheon that a project of this type was needed in Davis County. She said the apartment complex will be a strong boost for senior citizens who wish to remain independent rather than being institutionalized. fine She termed the complex a concept, a needed concept for the elderly of Davis County. The close it proximity to shopping and other . resources was cited by Mrs. Matheson was definite pluses for the housing units. Persons residing in each of the one bedroom elderly units will pay 25 percent of their income toward rent and utilities. The housing authority will be renting the units on a first come, first serve basis and has already compiled a list of 120 names for the elderly units now under construction. The housing complex will have a manager and the units will have carpet, air conditioning, laundry rooms, common area and garden areas. Completion is scheduled for nine months from now. The architect on the project is John Pace of Architect Planners Alliance. The housing project will be built by Jerry Lawrence of Beck Street Construction. After the elderly units in Bountiful are completed the Housing Authority will begin work on the four units in Layton which will be used for family housing. Dr; Manchester, however, did not accept Kemps physicians determination. Kemp said that Manchester did not examine him, someone else did. Manchester signed a document stating he was the examining physician, Kemp said. Another concern of Kemp was that he was put on involuntary sick leave until he was to be terminated from his job. At that time, he was classified as a handicapped person and told by a counselor that if the staff couldnt find him a replacement job on base he would be terminated. The staff found a position for him at his current salary minus premium pay which paid him for unusual working hours. The loss of premium pay, Kemp said,' would amount to about $3,000 annually. Kemp also said he was asked to sign a statement waiving any disability retirement benefits resulting from his loss of hearing. John Darlington, union steward for AFGE Local 1592 and Kemps representative, questioned the legality of many of the things that were happening to Kemp. Darlington said there is no such thing as involuntary sick leave: that as a civilian, Kemp was not disqualified from his job; and that the hearing test Kemp took was measured by a standard yet unspecified. Darlington brought the matter up before the Merit Board. A hearing was scheduled for Wednesday but the matter was, as Darlington put it, settled on the courthouse steps. The Air Force withdrew the action to remove Kemp from his job. It will reinstate his sick leave without cost or penalty to him. All shift differential and premium pay due Kemp will be returned. He will be returned to his normal duties and his normal crew and shift within the air freight terminal. He will purchase a hearing aid. And finally, Kemp agreed not to take adverse action on the involuntary sick leave issue. At the last meeting before I left the City Council last time, I made a motion vote that was approved by a which put the Layton City Council on record as saying it wouldnt oppose the annexation if East Layton decided to request it, Sill said. The East Layton council got all up in arms about it and accused us of trying to push the issue, which we werent, he recalled. The funny thing was the only one to vote against it then was John Baker, and he was the one to make the motion two weeks ago to annex. Sill has also supported limitations on the construction of housing in the Hill Air Force Base flight path. Sill believes Layton will become the largest city in Davis County, and credits the city fathers with helping encourage that growth through some planning. We were criticized at one time for doing things like running utility lines to areas that were just farmland, but I think it has paid off, he said. Sill says public education in Utah and throughout the nation is in for some hard times, with economic cutbacks and growing support for private schools, but believes some budget cuts can be made without hurting programs. We should have cut expenses in some areas before now, but now were going to have to, he said. He also believes a growing lack of discipline among students is a problem that will have to be faced. Its everyones fault, I guess, he said. From parents to courts and correctional agencies, everybody has been too lenient. When you try to discipline a child now, hell say his and you have to parents will sue you be a little afraid of that. conSill describes himself as a servative Democrat. He lost a bid for the state House of Representatives last November in the lots location. A number of residents raised concern over allowing a multiple housing unit in J an area currently designated as single family housing. Donna Woodbury, 3118 Crestview ' Circle, told the commissioners that her home had been built in accordance with zoning and protective covenants 26 . . years ago. She said it wasnt right to allow this ' ' zoning change to take place after others in the area had built their homes. The area is mostly single family homes located on lots nearly one-haacre in size. The proposed change is for a one third acre lot. The county also approved a measure earlier in the meeting which calls for a study on the traffic conditions at the intersection located at 3100 S. and Orchard Drive. The contract between Forsgren and Perkins Engineering for $7,000 calls for a study to be conducted on the planning for changes on 3100 South. Stan Postma of Forsgren and Perkins told commissioners the study will in- volve determining the residents desires and the establishment of a public hearings on the issue. J lf presented the commissioners with m Principal Retires - A proposed FARMINGTON rezoning of property in the Val Verde area of Davis County was denied Tuesday following a public hearing on the issue. Davis County Commissioners denied the request which would have allowed duplexes to be built in an area currently zoned for single family units. Glenn Gark, not present for the public hearing, was seeking the zoning change on property located at 3100 S. Orchard Drive. The property was previously the location of a drainage reservoir for the surrounding areas storm water runoff. Clarks proposal stated he intended to build the duplex unit on top of the water tank currently installed at the location. Residents of the area voiced opposition to the zone change and pointed out several areas of concern to the commissioners if the change were to take place. Steven Kendall, 519 W. 3000 S., petitions signed by over 60 of the residents living in the immediate area surround the lot to be rezoned.
