Stan Layton requested an R-- 3 zone for the property on the corner of Elm Street and South Forth Lane and presented a preliminary site plan which included three fourplex units at a public hearing on the request. About a dozen people, most of whom own property in the area, attended the hearing. Most of those in attendance had protested an earlier request to put a commercial development on the same property. The City Council denied that request. Haven Barlow, a resident of the area, said he could support the plan that was presented by Layton, but said he was concerned that the plan may be changed or the property sold after the zone was changed. Cecil Metcalf, another neighbor, said he would not object to the 12 units, but would oppose more than that. Layton said he would rather build three in order to make the project profitable. City planner Scott Carter said the next step for the developer will be to present a final site plan to the city He said at that time the planning commission. planners could require a maximum number of units, , fence between the property and adjacent homes and other site details. 3 1-- AREA I: Softball, Baseball, require a $8.00 fee for the season. registration each day at Rec.
