Michael Lyon, the districts lawyer, said the district op- posed actions which diminished its tax base. He qualified this by saying, We are not categorically opposed to all annexations. Only those that do not meet statutory requirements of sound development. According to a published report, Weber County plans to sue Plain City over an annexation which includes an area served by the Weber Fire District. In a letter to the Weber County Commission, Roy City manager Richard Kirkwood stressed Roys annexation was in accordance with state laws. He also noted the Weber Fire District receives only $125.53 annually from the property considered for annexation. He recommended a fire substation be built on the west side of the railroad tracks which cross Roy from north to south. This would take care of an initial attack on a fire in the ' area, said Waters.
