Children between the ages of 3 and 5 are required to be protected by a child restraint device or a safety belt. Dr. Metcalf said a restraint law is needed because education alone wont increase car seat usage. He said Tennessee combined an education program and legislation and the usage of car seats quadrupled. "I cant make fewer kids come into my ER (emergency room) by education alone, he said. Stephen Romney, a member of the board of health, questioned legislating parental responsibility and the practicality of the act. Romney said he has seven children and travels to Im lookArizona frequently. ing at 12 hours on the road and an infant needs to be brought in and out of the car seat. "My response to that issue isi that cars are the number one killer of kids, said Dr. Metcalf.! With education alone, seat loan statistics dont go up. The county has had a program to lend infant car seats to resi,- dents. Davis County Commissioner Harry B. Gerlach said he ex-- 1 pected a tough fight in the legislature over the bill. It will go through the refiners fire. Legis-lators dont like to legislate human behavior. The board noted 3 to support the legislation with Romney, Keith Higginson and Monica Newsome voting against it. 1 5-- PP (FROM OUR REC.
