With the absence of a bill to both protect the San Rafael and the people who want to maintain access to it, the county is continuing on a project of detailing its history both with oral histories from county residents who have long been on the desert, and through the latest in technology, with global positioning satellites, mapping out the many winding roads which crisscross the San Rafael. For Margaret Swasey, a global information systems technician for the county, it means driving the dusty roads of the San Rafael, detailing not only the history of the road, but its destination and uses. Her job seems to be equal parts tracker, historian and detective. Theres a lot of roadsout there that aren't even on the maps. Other times satellite photos will show a road, but they end up being a cow trail. Hut we have to go out and make sure," Swasey said. The reason the county indicated it needs to make sure is the necessity of having proof of RS2477 roads that will stand up in court. In 1976 the law w hich allowed for roads to be maintained across federal hinds was abolished. Any roads older than 1976 would qualify as an RS2477 road. Which is why Swasey finds herself stopping to e ponds, old photograph camp sites, anything which would show evidence that the road qualifies as an RS2477 road. With a (ilS unit she mounts on top of the old county truck, Swasey will head out to the San Rafael in search of roads. When she finds one that she hasn't already logged, she will drive the road, detailing evidence of its use while the HIS unit tracks her. When she returns to her office she can download the information from the (IPS unit into her computer and it will draw the road man-mad- on the map. 1 try to find the reason for the road being there and look for evidence of bulldozing, hard c idence that it wus constructed," Swasey said. I will be on the Executive Board, and will attend the quarterly meetings of the UAC Board of Directors. The UAC Board pays a yearly visit to each of the counties and is made up of 37 members. It has been proposed that the number of board members be decreased to 23 to make it more effective. All terms will expire at the end of 2001. 1 will also be involved with the selection committee which seeks people to run for the offices."
