(ffiP EMERY COUNTYS SURPRISE MONUMENT Contrary to what has been reported, the monument proposal and process was not formulated through seven (7) years of intense public input. Actually, there was no notice concerning a proposal to designate the San Rafael Swell as a monument prior to the announcement made on January 26th at 7:00 p.m. at the Emery County Public Lands Council meeting. The fact that only 15 of attendees turned in comments the night of the meeting indicates that the public did not understand that the comment sheets would be considered as an official vote for or against moving the proposal, which had just been presented to them, on to the next step. Most concerned citizens wanted and needed more time and therefore hadnt formulated an opinion that night. To our astonishment, just (48) hours later during his state of the state address, Governor Leavitt announced the idea and introduced the Emery County representatives in attendance and their intention to move the forty-eig- ht plan forward to the President. It is our opinion that public access and resource protection is best provided and will be adequately addressed through a reasonable BLM Multiple Use Resource Management Plan (RMP) to include an Travel Plan. The success acceptable of Multiple Use management is proven by the fact that the Wilderness Advocacy Groups (WAGs) continue to expand their Wilderness proposal within Emery County. We feel that within Multiple Use Management Plans, the public is well represented through: Resource Advisory Councils (RACs), Grazing Boards, Citizens Advisory Councils, etc. In a monument management plan you may be limited to a select few members on the planning team. The establishment of a monument cannot prevent a congressional designation of SUWAs Red Rock Wilderness Bill. The establishment of a monument cannot settle the roads issue therefore leaving the question of travel (access) unanswered.
