Many people mistakenly believe that if the secondary irrigation system runs out of water then they could use the drinking water system for outside watering. This isnt possible because the cities own only a fixed number of shares of stock in the canal companies. He pointed out the grant deadLine was May 1. Conover said the forest service already receives grants and this might be the easiest way to add a memo to their already existing' paperwork. The snowmobile club would like to use the facility for a warming hut and possibly expenses could be recaptured through summer rentals of the facility. Conover said a portion of the sticker fees for ATMs, boats and other recreational vehicles is made available for grants. Commissioner Johnson and Curtis said if they have money available, then lets write a grant to keep Millsite open. Were not averse to the idea of a grant for Seelys Ranger Station, but if they have grant money available then Millsite would come first. Craig Johansen suggested that Conover work with the forest service on the grant proposal. Payne was given the job of looking at the grant proposal to see what requirements need to be met and how to pursue the grant. The Bureau of Land Managements route designation includes four differ- ent alternatives. Payne has taken each of these alternatives and overlaid them on Emery County maps. He hopes this will make them more meaningful as they show which routes w ill be left open. The maps are available at each of the towns, the Museum of the San Rafael and the John Wesley Powell Museum for community members to look i at and respond to. deadis comment 22 the April line for BLMs route designation. The gray area on Paynes maps represents land outside of the plan. This part of Emery County is managed under the San Rafael resource management area. This falls under the Price River Management Framework Plan. Payne pointed out some of the roads are dosed seasonally during the antelope fawning sear son and the elk and deer birthing seasons as well. Alternative 4 is the one preferred by BLM. It was pointed out that .Alternative 1 shows all roads. Its not accurate to give the perception that no route is there if indeed there is a route. Worvvood pointed out a wild river can not be accessed by motorized travel. We are looking at a number of projects, but it Is tough with the drought. Our greatest concern is to survive without damage to the resource.
