Other companies in the area, could play a role as well. Right now we are I'ocusiny on completiny the paperwork. There are a stack of papers to be completed in this yov eminent process. After they are completed they will yo to Salt Lake to the Small Business Administration for an initial re--v iew of the five sites. The USDA, rural utilities service and a lot other yovermnent entities are involved. This paperwork process will take six months. Sanpete County is farthest along in the process. They have already sent in their paperwork. Finery and Carbon counties are in the same place working on the applications. This is a good opportunity for the county, there is a lot of work taking place and a lot of hoops to jump through of but it will be good for the county. We are trying to duplicate what has happened in the Cintah work pays Basin. This high-tec- h S!)-lan hour and is good em() ployment. The people are trained on computers and a lot more. The skills they are learning could help them to start their own businesses. They have a contract where they scan blue prints for Hill Air Force Base. They have one large building they are compacted in, when we visited there they even had computers in the break room because they are so busy and their building is filled to capacity. The federal government spends $60 billion a year on computer related contracts. Health opportunities. infomatics is what the officials at the state office call it, this is an opportunity to bring health care service jobs to rural Utah. Medical coding is one procedure that can be performed from these sites. Medical coders assign codes to the work that a doctor has performed. These assigned codes are then used in insurance billings. The governor wants to outsource contracts of this sort and is contributing funds to train people to become certified coders. It is a really complex industry. We are trying to create opportunities for scholarships and are working on acquiring scholarships for training of this type. We might develop our own training or work with the applied technology college in the area. You cant get contracts unless you Twenty percent of that to be done out of house is the goal of the federal government which is a significant amount of work. Five percent of the contracts are currently going to companies and there is a lot of room for growth. This could bring S3 billion to companies. We are just going phase by phase. Everything is determined by the contracts you get. We would love to get three or four medium sized contracts, you are better off doing that than winning one big contract. Many voters are understandably confused. So, we offer these 3 simple steps you can follow to decide how to vote: you are willing to gamble with our future. Even the proponents now admit that we are right, that any monument. They claim (or hope?) future president can easily undo any of their claimed protections in a Bush-create- d that would be highly unlikely-ev- en though a third of all existing national monuments have been changed at least once by subsequent presidents or Congress. National experts are amazed that they are so naive. The wilderness extremists will strenuously oppose this monument, just as they opposed and killed their legislation in Congress. It is virtually inevitable that they would get a future greenie president to undo the Bush protections and create a monument we simply cant live with. If you are willing to gamble against long odds with our future, vote for. But if you want to force them to start over, and do it right, openly, publicly and calling on the best experts available to develop the best plan for us, then you should vote AGAINST! If you are still undecided, go to step 2. Step 1 Decide if ignore the facts that prove this proposed monument will make a massive wilderness lockup of the Swell MORE likely. Proponents claim just the opposite. But the facts are that after Clinton ambushed southern Utah with the Grand Staircase monument, the wilderness extremists actually INCREASED the wilderness acreage they are demanding be created inside of it. They have made it clear that they wont stop until they get most of the Swell locked up as wilderness, monument or no monument. And they publicly brag that this proposal is winwin" for them, meaning no matter which way it goes, they think they will be closer to that goal. So, if you are not concerned about the danger of a future wilderness lockup, or you dont care about the facts, vote for. But if you dont want to help the wilderness extremists lock up the Swell, then you should vote AGAINST! Still undecided? Go to step 3. Step 2 Decide if Step 3 Decide if you will we lose anything by voting AGAINST! The reality is that we lose nothing by voting AGAINST! But we do gain valuable time. Time to do it right this time. Proponents are trying to scare you that their proposal is our last chance. Hogwash! Bush is in office at least until January, 2005, plenty of time for him to act on any proposal we can all agree is truly in our best interests. This proposal was developed in secret, with no details even yet put in writing, no public consideration of alternatives such as several smaller monuments or other designations, no tapping of national expertise, nothing done during its development that should give us any confidence in it. If we vote AGAINST! we make them start over and this time do it right. But a majority for vote will take the future of the monument largely out of our hands. National forces, including the wilderness extremists, will start to shape it. With so much land at stake, even a few compromises can be devastating. So, if you think that this is the best we can do, vote for. But if you understand that we have the time to develop a better, safer, more thoughtful and more realistic proposal, then vote AGAINST!
