Haulers are trained to be careful but freezing weather, plastic cans that split in the cold air and dogs often cause problems that are blamed onto the refuse collector. "In a neighborhood, one person will claim he is receiving the worst possible service while the man next door states the service is the best he has ever had, states Mr. Roche. It all depends on the individual, the way he packs his garbage and the cans he uses." MR. ROCHE recommends using good quality plastic bags or Rubbermaid products.
