Show 0 I 1 0 L EXPORT RC N al ME ln ins material t for exportation and lm tr transportation t a tl companies carrying merchandise of this character will be interested in a circular just issued by the bureau of statistics department or of commerce and barbor it calls the attention of persons forwarding merchandise from the interior tor for exportation por tation at the seaboard or border ports to the Im of 0 accompany ing the same with a proper and detailed description the official export manifest supplied to the collector of customs by the export agent or other person at the port at which the merali merchandise leaves the country Is necessarily the sole reliance of the collector of customs for the description which M h forwards to tile the bureau ot of and upon which that bureau must base the information which it gives the public lic regarding the character of merchandise exported thousands of coples copies of this circular are arc being distributed to exporters a large proportion of them being forwarded by the transportation port por tation atlon companies and agents it is the desiro of the bureau of 0 that all persons engaged in or contemplating entering the export trade should carefully study and comply rith the law and regulations govern ing the description ot of exports cs ports the importance ot of a thorough understanding of 0 this subject Is illustrated by the following extracts from the laws and regulations regu alons quoted by the circular letter in question before Dt forc a clearance shall be granted for any vessel bound to a foreign place or noncontiguous territory of the tha united states the collector of customs shall require the owners or consignors consig nors ot of the cargo to deliver to him manifests of oe the cargo or the parts thereof shipped by them respectively ively which manifests shall specify the kinds and quantities of articles c shipped by them respect lyly the value of the total quantity of each kind 0 and the foreign country in which such buch cargo la Is truly intended to bo be landed tho the manifests shall he be verified by the oath of the person by whom they alq respectively made and subscribed revised statutes and act of april 29 1902 customs regulations 1908 art I 1 the merchandise must be described in specific and not in general terms such designations as fruit provisions lions gro groceries cerles meats can canned cannedy goods good fi hardware machinery ditc itc tc or any other general ten must not be used the quantities in all cues cases where practicable must bo be sacrificed customs regulations 1908 art 1606 gents agents of steamships transportation companies and others at points of shipment on the seaboard to whom to Is consigned merchandise on through bills of lading or otherwise from interior ports for export should require the owner or shipper at the interior or initial point of shipment to accompany the merchandise with a list I 1 thereof or transmit by mail such list to the consi consignee nee or agent who is to clear the merchandise at tho the seaboard port for his information information in preparing a proper manifest tor for the clearance of the goods this thia list will show the kinda quantities values and country qt ultimate destination of the articles customs regulations 1903 art 1607 persons desiring a copy or copies of the circular above described may obtain the same free of charge by application to the bureau of statistics department part ment of commerce and L labor ibor |
