THE GROUP of business and community leaders heard from five of the six legislators including Sen. Jack M. Sen. Haven J. Barlow, Rep. Robert Garff, Rep. David Irvine and Rep. Paul Lloyd Selleneit. Rep. James Ban-gerte- r, Hansen, also serving as speaker of the House of Representatives, was unable to attend. But each although expressed it differently, all of them touched on taxes and government control as prime concerns in this years legislature. Rep. Robert Garff, who led off the three minute presentations, said that was a factor leading him initially to run. for originally the I ran House was concerned about big government and felt because I we had too much big government and that it was stifling to small businesses. I FOUND it is indeed im- portant to have businessmen in the House, the car dealer said. Carrying on the theme of big government concern he said, Ive recently been impressed with how big the bureaus are getting. Each bureau fights for their own share of the budget and they dont coordinate very well. And as the budget gets bigger, productivity seems to go astray, Senator Garff said. Taxes are at the 43 percent level for middle-clas- s and I hope to fight for a reduction in government and said, taxes and give some hope not only for now but for the future. I would like to get at the root of the problem and see complete abolition of the property tax and see use of two cents from sales tax in substitution. But looking at different avenues to ease the tax burden was Rep. David Irvine. He said, I think some reform would have to be made with a clash at some very fundamental values. There is a tremendous value Utahns place on the family and children and quality education. But with the tax revolt, there is no way we could build classes at the present rate without spending more than we are already doing now. STRESSING CAUTION on the part of Davis County interests before jumping on any tax cut bandwagons, Rep. Irvine said, Davis County is different from other counties such as Salt Lake and Weber. I was in a meeting where it was proposed that the property tax be cut. In that meeting it was said that Salt Lake County would still have three-fifth- s of its taxes and it wouldnt be that much of a problem. But in Davis County where percent comes from property taxes, how would local governments finance themselves? he asked. I see danger if we jump too far for cities like Bountiful and the county, for instance. We would become wards of the state and lose a tremendous 80 amount of our freedom. months a year inpresent nine. Looking at the financial situation a bit more positively was Senator Bangerter, who said that while the budget exceeded $1 billion last year, I feel the state is sound and in good hands. The legislature seems very conservative. As an example, he said the group cut $12,000 from a scholarship fund. AT THE same time, he frowned on any sales tax cut. They want to build a new hangar in Salt Lake City but we need it in Davis. I told them we could sure use it in Davis County. Theyre already overcrowded in Salt Lake City. and IN A QUESTION answer session, Senator Bangerter said, I think we will move ahead to relieve the state of some big government and I would hope to see it go to the federal level. There is a move to close the state Office of Emergency Services. He said that office has a budget of about $500,000 but it could be consolidated under some other agency. Over the years, the cost of county and state government has mul- tiplied beyond belief. We feel the mandate that it should be curtailed. REP. SELLENEIT said a bill set for introduction in this session would help limit government size by limiting taxation to personal income. He said that bill, in the tax limitation committee, was one of the finest in the country but theres a diver1 sity of opinion but think we need to restrict government. Removal of property tax would hit local government to the tune of $106 million, he said. I propose taking two cents from the state sales tax, not from local options, and distribute that back on a per capita basis. That would take care of bedroom counties like Davis, he added. HITTING MORE on taxes was Senator Bangerter who said the Republicans are opposed to a food tax cut or abolition. Its like the margarine tax from a few years ago. When that was taken off the price of margarine went up and the middleman benefitted. Id like to see it (the tax) taken off of other areas. And answering a question about meeting school growth needs, Rep. Irvine said, Our county has such growth that the mill levy wont pay enough. The state participates (in building) at about $12 million a year and Davis in the past has gotten about $2 million. IF THE legislature doesn't take serious action over the next ten years we will have double sessions or larger classes, he said. We can already track the class load to 1984 and it will mean 16,000 new students over those in 1983. IM STILL looking for answers and practical ways (to cut taxes), he said. I think we will be able to limit the assessed valuation of property no more than the 1978 value. We went through this three years ago and were at about 15 percent of the market value. WITH A 1978 assessment, property taxes wouldnt have to be doubled every five years as happens now, he said. But at the same time, money is going to be needed for such facets as burgeoning educational growth. Were one of the few states that will see an increased enrollment. If we dont do anything, we could see a need for $150 million more in the next five years. Loren D. Martin, county campaign chairman will give the final campaign report at the annual meeting. It is expected that the campaign contributions will exceed $200,000. LAST YEAR the Davis United Way raised $121,000.
