It was recommended that check numbers be put into a computer accounting system, to make certain checks are is- sued sequentially and accounted for individually, and to put into practice a consistent policy for petty cash disbursements. There is a lack of separation of duties, which can cause accounting problems, as well. This is a problem in many small towns and cities, where workers must often perform several tasks outside of their job descriptions, but it was recommended to either hire more staff or to make more of an effort to keep duties separated. Also, the auditors recommended the council make an effort to review discrepancies and ask more questions on a regular basis, which council members agreed to do. A state compliance issue is to make certain that all public funds, such as money that comes into the city library, be deposited within three working days of receipt. Progress has been made in this area since 2002, but still needs to be improved. The city must formally adopt a purchasing policy, and Casperson stated it is in progress. Some city departments are over budget, and it was recommended to make adjustments as needed throughout the year. It was further recommended that the city establish a bond account; to make a detailed listing of fixed assets, and to have council members attend an upcoming training on fraud. PLEASANT- - Madge Chidester, Frye, Christensen, Snedeger died Aug. 9, 2004, in a tragic accident. She was born Dec. 3, 1939, to John and Nona Chidester, Huntington; she attended The School for the Deaf, OgShe married Robert Frye, Nov. 16, 1957, together they had six children, later divorced. Among her survivors in Utah are two nieces and a nephew, Dorothy H. Lloyd, Salt Lake City; Barbara H. Millward, Grantsville; and Frederick G. Hiss, Tooele. It was her desire to be buried in Mt.
